DEPARTMENT OF HOMELAND SECURITY (DHS)
CYBERSECUIRITY AND INFRASTRUCTURE SECURITY AGENCY (CISA)
STATEMENT OF REQUIREMENTS (SOR)
FOR
Venue Space for the 2019 CyberUSA Conference
1.0 GENERAL
CISA plans to host the 2019 CyberUSA Conference September 18 – 19, 2019 in the National Capital Region.
1.1 BACKGROUND
The Cybersecurity and Infrastructure Security Agency (CISA) is the Nation’s risk advisor, working with partners across industry and government to defend against today’s threats and collaborating to build more secure and resilient infrastructure for the future. As the lead civilian agency for cybersecurity, a critical aspect of meeting its cybersecurity and infrastructure protection mission involves ongoing coordination and cooperation with external stakeholders – private sector entities, federal, state, local, tribal and territorial governments, and academic institutions alike. In line with this collaborative posture, CISA works with stakeholders on a voluntary basis to provide security tools and products, training, and forums for the development and sharing of best risk management practices.
Recognizing the unique statutory authority granted to CISA for sustained engagement with external stakeholders on cybersecurity and infrastructure protection issues, and the continued maturation of these relationships - hosting a national cybersecurity conference is a strategic way for the agency and the department to achieve its mission. Additionally, the conference will help to demonstrate the value of CISA' services and products and identify future areas of growth that can address customer gaps and challenges.
The purpose of the CyberUSA Conference is to present cybersecurity strategies, policies and/or initiatives that will facilitate collaboration between the full range of government, defense, civilian, intelligence, and law enforcement entities. The theme of the proposed conference will be Understand, Share, Act: Managing Risk Through Collective Action. This theme will be supported by discussions in a number of key related areas including: systemic risk management, supply chain security, creating a resilient cyberspace, and workforce development.
The CyberUSA Conference will bring together critical infrastructure stakeholders from around the world to a forum with presentations focused on emerging technologies, vulnerability management, incident response, risk mitigation, and other current cybersecurity topics. The conference provides the opportunity for Federal, state, local, tribal, and territorial agencies to highlight successes and opportunities for collective action. The dissemination and collaboration of critical cybersecurity information remains an important part in the overall mission to improve the cyber posture and resiliency of the Nation’s critical infrastructure.
Non-federal attendees are anticipated to include the private sector, academia, elected officials, and international partners - with the private sector and academia making up the bulk of those in attendance approximately 60% of total attendees. It is important to note that this is not a vendor or sales event. Private sector participation will be centered on working together in a voluntary capacity with CISA to further the collective defense mission and improving the resiliency of critical national functions.
Private sector attendees will include, but not be limited to, participants in the following entities that regularly engage with CISA: Sector Coordinating Councils, Information Sharing and Analysis Centers, Information Sharing and Analysis Organizations, National Infrastructure Advisory Council, National Security Telecommunications Advisory Committee, and the Cyber Incident Data and Analysis Working Group.
1.2 SCOPE
DHS CISA is to procure event space in National Harbor, Maryland from September 18 – 19, 2019.
2.0 SPECIFIC REQUIREMENT
The venue shall provide:
(1) Location: The venue shall be located in the National Capital Region within close proximity to access public transportation.
(2) Facility:
a. One (1) large conference space, which accommodates up to 1,200 conference participants seated in theater and/or classroom style. This space will be used for the Key Note Address and other large group meetings.
b. One (1) exhibition area for fifty (50) 10x10 booths to accommodate 1,200 standing conference participants. This area will be used for CISA recruiting efforts and information sessions for CISA Divisions.
c. Four (4) smaller rooms in classroom or theater style, which accommodate 300 people each. These rooms will be used for breakout session throughout the day.
d. Common area space(s), which accommodates up to 1,200 people with 5-6 registration tables and chairs. This space will be used for transition between sessions which requires up to 15 high top tables and a seating area.
e. One (1) press pool room for the anticipated large media presence at the event.
Accordingly, the venue must be suited to accommodate a large press pool and Internet connectivity and electric outlet needs.
f. One (1) holding room for high-level speakers and VIPs. This space will be used to brief speakers and VIPs.
g. One (1) office space for CISA staff members. This space will be used for logistics and CISA staff members to prepare and store conference items.
(3) A/V and Livestream:
a. All rooms must have audio/visual capability to enable conference content to be projected for all attendees with a test of the equipment the evening before the event and subsequent testing the morning of the event.
b. Live stream capability to broadcast portions of the conference to maximize its reach.
(4) Availability of Food & Light Refreshments: We will be unable to provide food and beverage to attendees; therefore, the venue must be able to accommodate the large number of attendees with onsite and local dining options. The local dining options must be within walking distance to the venue (no more than 2 miles away) to allow attendees the appropriate amount of time to enjoy their meal and make it back to the conference in time for their next session.
Additionally, the venue must also provide pricing options that does not require a Food and Beverage minimum since we will not provide food or beverages to our attendees.
(5) Event Logistics: The venue shall provide the following:
a. Ushers
b. Registration support
c. On-site IT Technician with expert knowledge of all AV equipment used by the venue
d. General support staff to assist DHS personnel to keep the summit on schedule
e. A space drawing with outlets identified.
3.0 PERIOD OF PERFORMANCE
The Period of Performance will be September 17, 2019 to September 20, 2019, as follows:
a. 1pm – 5pm, September 17, 2019: Setup and A/V equipment testing
b. 8am – 5pm, September 18 - September 19, 2019: Conference
c. 8am – noon, September 20, 2019: Breakdown and ship out
All conference rooms shall be secured, and only available to Summit participants and support staff from 1pm, September 17 to 5pm, September 20, 2019.
4.0 PLACE OF PERFORMANCE
The primary place of performance will be within the Washington, DC Metropolitan area.
5.0 GOVERNMENT FURNISHED RESOURCES
CISA will provide the necessary materials, literature, and displays for the event. DHS will ship the necessary materials five business days prior to the event. Access to a loading dock may be necessary. CISA will be responsible for shipping materials back to headquarters.
6.0 CONTRACTOR FURNISHED PROPERTY
The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of the contract.
7.0 INVOICING INSTRUCTIONS
The Contractor shall submit an invoice at the conclusion of the event with the following information:
1) Cover sheet identifying DHS;
2) Purchase Order Number;
3) Modification Number, if any;
4) DUNS Number;
5) Month services provided
6) CLIN and Accounting Classifications (including a description for each billed item)
7) ATTN: CISA/External Affairs
8) Any additional backup information as required by this purchase order.
The Contractor shall submit the invoice electronically to:
