About this opportunity
The U.S. Department of State, specifically the U.S. Embassy in Praia, Cabo Verde, is seeking a contractor to provide drinking water delivery services through a competitive solicitation (RFQ 19CV1025Q0001). The contract requires weekly delivery of 19-liter water bottles to five embassy locations, with a minimum order of 30 bottles and a maximum of 120 bottles per week. Potential contractors must be registered in the System for Award Management (SAM) and submit their quotations in English by January 31, 2025, at 17:00 Praia time via email to PraiaProcurement@state.gov. The government intends to award the contract to the lowest-priced, technically acceptable offer, potentially without further discussions. Offerors must submit a completed SF-1449 with pricing, additional required information, and proof of SAM registration, and must provide documentation demonstrating water quality, including ISO certification and spring water source information.
The solicitation is not set aside for any specific business category and is open to all qualified contractors in the Bottled Water Manufacturing (NAICS 312112) sector. The contract includes a one-year base period from February 1, 2025, to January 31, 2026, with two additional one-year option periods available. A 15% Value Added Tax (VAT) will be applied and must be priced separately from the contract line items. The place of performance is Praia, Cabo Verde, with deliveries required to five specific embassy locations: Warehouse/Achada Grande Tras, CMR-Guard Post/Cidadela, Chancery/Plateau, Annex/Plateau, and Recreation Center/Achada S. Antonio. While specific budget ranges are not explicitly stated, the requirement for weekly water deliveries suggests a consistent, ongoing service commitment for the U.S. diplomatic mission in Cabo Verde.
