Update #6 · Latest ·

Added: Aug 23, 2018 4:52 pm On August 13, 2018, the President signed the FY 2019 National Defense Authorization Act (NDAA) into law. Section 552 of that statute, "Improvements to Transition Assistance Program," (TAP) makes significant changes to the TAP, specifically DOL's portion of the program. DOL has determined that these changes require material alterations to the requirement in Solicitation 1605DC-18-R-00003, which was published on November 3, 2017. For example, the Solicitation sought facilitation services for a 3-day mandatory employment workshop and a 2-day optional Career Technical Training Track (CTTT) workshop. By contrast, the NDAA requires DOL to provide a 1-day employment workshop, a 2-day preparation for employment course, and a 2-day preparation for vocational training course. It also mandates that all separating service members take the employment workshop and at least one of four career track workshops. These changes were not anticipated when the Solicitation was issued, and they are expected to result in a significant increase in the contract value. The anticipated changes likely would materially alter the field of competition for this procurement. Therefore, DOL has determined that it is in the best interest of the Government to cancel Solicitation 1605DC-18-R-00003 and issue a new solicitation that more accurately reflects the changed requirements of the VETS TAP program under the new statutory scheme.
