About this opportunity
The Department of Veterans Affairs Technology Acquisition Center intends to solicit endoscopy legacy SQL data consolidation, reporting, and technical support via the General Services Administration Multiple Award Schedule under category 54151S, with formal responses due July 22, 2026. This acquisition is set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses.
Work is performed remotely using PIV or MOU/ISA credentialed access to VA systems nationwide, consolidating disparate SQL databases from multiple Veterans Affairs Medical Centers into a single national SQL Server 2022 instance. The contractor must analyze legacy SQL database structures (Microsoft SQL Server versions 2014–2019, averaging 100–200 GB per VAMC with approximately 300 tables each), establish a reporting development environment using SQL Server Reporting Services or PowerBI Online, and develop up to ten customized reports including instrument tracking, provider quality metrics, patient procedure history, and detailed procedure encounters with images. The reporting system must support web-based access with Microsoft Entra ID authentication integrated with VA Active Directory for role-based access control at VAMC, VISN, or national levels, and export capabilities in Excel and PDF formats.
The base performance period is twelve months from contract award, with four optional twelve-month periods for continued technical support. Contractor personnel require background investigations commensurate with task risk designations (Tier 1 Low Risk through Tier 4 High Risk), with all personnel requiring favorable adjudication of Special Agreement Checks and completion of mandatory VA training prior to system access. Compliance includes FICAM standards, PIV authentication, HIPAA, zero trust architecture, IPv6 support, TIC 3.0 standards, VA Critical Security Controls, and SHARE IT Act source code delivery obligations where applicable.
NAICS code 541512 applies; size standard is $34 million.
