About this opportunity

The Office of the Comptroller of the Currency seeks an enterprise licensing agreement for an online eLearning library to provide credit-focused training to its bank examiners. The library must include courses covering commercial and consumer credit risks from an examiner perspective to support identified competencies. Offerors must demonstrate how training programs will be available on-demand, regularly updated, and accessible in both micro-learning and full competency formats. Quotes are due by August 17, 2021 and will be evaluated based on the offeror's ability to meet requirements and pricing. The base period of performance is one year starting September 13, 2021, with four optional one-year extensions.

There is no set-aside designation for this procurement. The NAICS code is 611430 for professional and management development training and the small business size standard is $12 million. The training library must support up to 800 examiners annually across experience levels and be accessible on-demand. Pricing should separate fixed rates for eLearning courses from optional hourly rates for potential virtual labs. Place of performance will be within the United States to serve the Office of the Comptroller of the Currency.

Notice text

The OCC requires access to an online training library consisting of eLearning courses to ensure agency examiners have access to up-to-date bank supervision-related training. Required training must support competencies associated with commercial and consumer credit-related risks. An enterprise licensing structure of the online training tool should support up to 800 bank examiners annually, which range from entry level through commissioned examiners, as well as experienced hires. Training programs must be available on-demand, developed and updated to stay abreast with advances in technology, and available both in micro-learning (small, content-specific modules/lessons) and full competency/skill-set learning development. It is critical that the trainings’ focus is from the audit/examiner regulatory perspective.
