About this opportunity
The Naval Surface Warfare Center Carderock Division (NSWCCD) is seeking to procure a one-year production license and maintenance for CoreTechnologie brand 3D Kernel IO software development kit. This specialized software enables conversion of 3D models between different Computer-Aided Design (CAD), Engineering (CAE), and Manufacturing (CAM) systems, with specific requirements including a math kernel for translation into LEAPS, support for Windows and Linux, and bi-directional file translation for major CAD vendors. The solicitation is being conducted under Request for Quotation (RFQ) no. N0016725Q0090, with quotes due by May 21, 2025, at 2:00 pm EST. The government will evaluate quotes on a lowest price technically acceptable (LPTA) basis, considering both technical specifications and pricing. Interested parties who cannot provide the exact brand but believe they can offer an equivalent solution may submit a capabilities statement by the response deadline.
The contract opportunity is designated as a small business set-aside under NAICS code 541519, with a business size standard of $34 million. The period of performance is from June 1, 2025, through May 31, 2026, and will be awarded as a firm fixed-price purchase order using Simplified Acquisition Procedures. The previous contract number was N0016723P0168, indicating this is a potential renewal or continuation of an existing agreement. The place of performance is located in Westlake, MD 20817. The solicitation emphasizes that CoreTechnologie's 3D-Kernel-IO is the only supply meeting all required specifications, which include making 36 CAD formats available within the LEAPS framework. The acquisition will allow the Navy to maintain complex CAD conversion capabilities without the significant internal development and maintenance costs typically associated with such technological infrastructure.
