About this file
This document is a Sole Source/Brand Name Justification memorandum for a federal acquisition under the Simplified Acquisition Threshold (SAT). Naval Surface Warfare Center Carderock Division (NSWCCD) intends to purchase a one-year production license and maintenance for CT CoreTechnologies' 3D_Kernel_IO software development kit, which enables conversion of 3D models between different Computer-Aided Design (CAD), Engineering (CAE), and Manufacturing (CAM) systems. The contract is for the period 6/1/2025 to 5/31/2026, with a previous contract number of N0016723P0168.
The justification emphasizes that CT 3D-Kernel-IO is the only supply meeting all requirements, including a math kernel for translation into LEAPS, support for Windows and Linux, bi-directional file translation for major CAD vendors, and 6-month updates. The document highlights the complexity and cost of maintaining CAD conversion capabilities internally, and notes that successful implementation will make 36 CAD formats available within the LEAPS framework. The acquisition is a small business set-aside under NAICS code 541519, with a business size standard of $34M, and will be awarded as a firm fixed-price purchase order.

NSWCCD Sole Source/Brand Name Justification Under SAT Rev 4 Template Effective November 2023
MEMORANDUM FOR FILE
TO: Code 02 SUBJECT: Sole Source/Brand Name Justification / Limited Source Justification for Use of Other than Full &
Open Competition for an Acquisition under the Simplified Acquisition Threshold (SAT)
I. BACKGROUND
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
3. This memorandum is derived from Enclosure 3, Department of Navy Simplified Acquisition Procedures Guide (April 2018) and is only applicable to acquisitions under the SAT.
II. DESCRIPTION OF ITEM OR SERVICE
currently known as 3D_Kernel_IO, which allows the conversion of 3D models between differing Computer-Aided Design (CAD), Computer Aided Engineering (CAE), and Computer-Aided Manufacturing (CAM) systems, and the tools, for integrating Kernel functionality into software products.
known as 3D_Kernel_IO, inside of a future version of LEAPS.
and the expected period of performance is 6/1/2025 to 5/31/2026.
Previous contract number N0016723P0168

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION
As important as the initial conversion of a specific CAD system data to LEAPS is, the maintenance of the conversation tool is paramount to successful use of this capability. CAD systems frequently have has several new releases each year. Internally to LEAPS, maintaining a conversion capability is likely to cost as much as the development of the initial capability and will frequently fall out of step with some of the CAD manufacturers.
NSWCCD Sole Source/Brand Name Justification Under SAT Rev 4 Template Effective November 2023
CT 3D-Kernel-IO is the only supply found to satisfy all requirements to include a math kernel needed to translation into LEAPS, supports Windows and Linux, supports bi-directional file translation to all major CAD vendors and provides updates every 6 months.
A. BRAND NAME:
1. Restrictive Rights:
Item required is a brand name product particular to one manufacturer. NSWCCD is not currently able to import component data directly from US Navy ship designer CAD systems.
Successful implementation of the CT 3D-Kernel-IO API will quickly, and cost efficiently make 36 CAD formats available within the LEPAS framework -. By deploying 3D_Kernel_IO, software developers benefit from the expertise and entire experience of the leading CAD interoperability experts and our users benefit from the ability to import existing data from CAD tools used within the US Navy shipbuilding programs.
2. Exclusive Licensing Agreements
This purchase will provide NSWCCD a license for the sole and unlimited purpose of when embedded in the Licensee software.
