About this opportunity
The U.S. Department of Homeland Security's Customs and Border Protection (CBP) Office of Facilities and Asset Management is seeking qualified Architect-Engineer (AE) and Construction Management Services (CMS) advisors through this Request for Information (RFI). This is a market research initiative only and does not constitute a commitment to award a contract; responses will be used for acquisition planning purposes and are solely CBP's responsibility. Key contract requirements include providing comprehensive oversight across 328 ports of entry, with expertise in design review, construction management, quality assurance, risk management, stakeholder communication, health and safety management, environmental compliance, and project commissioning. Performance will be evaluated using metrics including schedule adherence, budget compliance, quality standards, safety performance, client satisfaction, resource utilization, and environmental impact. Responses to this RFI must be submitted in Microsoft Word format via email to Jennifer Hunter (JENNIFER.M.HUNTER@cbp.dhs.gov) no later than 1500 Washington DC time on November 4, 2025.
This RFI carries no set-aside designation and identifies no incumbent contractors. The underlying program is supported by the One Big Beautiful Bill Act (OB3A) of 2025, which allocates $3.6 billion for approximately 30-40 capital construction design-build projects, with anticipated project starts in fiscal year 2026 and completion by January 2029. CBP is seeking firms capable of supporting small projects ($1-$50 million, approximately 30% of the portfolio), medium projects ($51-$100 million, approximately 15%), and large projects ($101 million and above, approximately 55%) involving Border Patrol Stations, Checkpoints, Headquarters buildings, and Air and Marine Operations facilities. The contract, if awarded, would operate on a five-year term consisting of one base year with four one-year option periods. Potential respondents should demonstrate expertise in project planning, scheduling, cost management, quality assurance, risk mitigation, technology integration, and sustainable building practices, with particular focus on southwestern border infrastructure priorities.
