About this file
This Sources Sought Request for Information (RFI) is issued by the U.S. Department of Homeland Security's Customs and Border Protection (CBP) Office of Facilities and Asset Management. The agency seeks qualified Architect-Engineer (AE) and Construction Management Services (CMS) contractors to support potential modernization, renovation, and construction of CBP facilities under the One Big Beautiful Bill Act (OB3A) of 2025. The $3.6 billion program will fund approximately 30-40 capital construction design-build projects, primarily located at the southwest border, with projects projected to start in fiscal year 2026 and complete by January 2029.
The RFI requests detailed information from potential contractors across four key areas: business/contact details, technical capabilities, prior experience, and draft requirements feedback. CBP is interested in firms capable of supporting small ($1-$50M, ~30%), medium ($51-$100M, ~15%), and large ($101M+, ~55%) infrastructure projects involving Border Patrol Stations, Checkpoints, Headquarters buildings, and Air and Marine Operations facilities. The agency encourages responses that demonstrate expertise in project planning, scheduling, cost management, quality assurance, risk mitigation, technology integration, and sustainable building practices. Interested firms are asked to provide comprehensive responses addressing their specific capabilities and approach to supporting these critical infrastructure investments.

REQUEST FOR INFORMATION
U.S. Department of Homeland Security U.S. Customs and Border Protection
Office of Facilities and Asset Management
One Big Beautiful Bill Act
ARCHITECT-ENGINEER ADVISORY SERVICES AND CONSTRUCTION MANAGEMENT SERVICES
FOR BORDER PATROL STATIONS, CHECKPOINTS, AND AVIATION AND MARINE FACILITIES
October 16, 2025
The U.S. Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), is conducting market research to identify qualified contractors specializing in Architect-Engineer (AE) Advisory Services and Construction Management Services (CMS). This RFI seeks to gather industry input and capabilities to support the potential modernization, renovation, and construction of CBP facilities.
PURPOSE:
The Office of Facilities and Asset Management (OFAM) is seeking information from highly qualified contractors specializing in AE Advisory Services and CMS to support potential small, medium, and large-scale construction projects. These projects will renovate, repair, modernize, and build new facilities, including Border Patrol Stations (BPS), Checkpoints, Headquarters buildings and Air and Marine Operations (AMO) operational facilities. Many facilities are outdated, remote, and lack the space, technology, and capacity needed to support staffing, operations, and modern security challenges.
This request for information (RFI) is for market research purposes only and aims to gather responses from all interested AE and CMS firms on industry best practices, innovative approaches, and potential challenges. Responses will assist CBP in assessing interest, competition, and technical capabilities, should a formal order be issued. This RFI will also aid the government with the development of a future Request for Proposal (RFP), should it be issued, by seeking input from firms nationwide.
BACKGROUND:
CBP anticipates obligating up to $3.6 billion dollars for approximately 30-40 capital construction design-build projects authorized under the One Big Beautiful Bill Act (OB3A) of 2025 (Reconciliation Bill). Projects are projected to start in fiscal-year 2026 and be completed by January 2029. The projects will be primarily located at the southwest border, with smaller projects nationwide.
The Government seeks information from firms capable of providing the following services:
1. AE Advisory Services: Planning, design reviews, RFI responses, cost estimates development, proposal reviews, submittal reviews, statement of work development, technical oversight, integration of sustainable building practices, and rigorous compliance with federal construction standards.
2. CMS: Operational execution of construction projects, including oversight of timelines, stringent budget management, robust quality assurance, and comprehensive risk mitigation strategies, and the integration of advanced construction technologies.
These services will play a critical role in ensuring the successful delivery of high-quality, efficient, and compliant infrastructure projects.
POTENTIAL STRUCTURES REQUIRED:
The proposed allocation of required structures reflects a balanced approach to infrastructure development, ensuring scalability, resource optimization, and alignment with organizational priorities.
1. Small Structures (~30%, $1–$50M): Small-scale projects focus on localized infrastructure that directly supports operational needs.
2. Medium Structures (~15%, $51–$100M): Medium-scale projects represent a critical middle tier, balancing resource efficiency with broader operational goals. These projects support regional initiatives while avoiding the complexity of larger-scale investments.
3. Large Structures (~55%, $101M+): Large-scale projects reflect DHS's commitment to transformative, long-term infrastructure investments. These projects are designed to meet significant operational demands, enhance capacity, improve efficiency, and support DHS's mission.
CBP encourages firms to align their capabilities with the appropriate project tier and contribute to the successful delivery of infrastructure critical to the nation’s security.
