The 934th Airlift Wing will be soliciting for Project #QJKL 09-00041, Construct Liquid Oxygen Storage, Buildging 818.


Work to be performed within NAICS code: 236210 size standard $36.5M.  Work includes: Demolish existing wooden structure; construct new concrete foundations and floor slab; furnish and install pre-engineered metal building (PEMB) with insulated walls and roof panels, garage doors, a personnel access door and an airfield obstruction light (non-LED type); provide interior lighting, electrical outlets, compressed air, fire alarm/fire suppression and heating for the interior of the PEMB; reconnect exterior electrical service ; extend the adjacent natural gas to the PEMB; re-construct the concrete access drives so they are aligned with the new facility; relocate underground primary electrical distribution as necessary. Location is bldg. 818, at the Minneapolis-St Paul Air Reserve Station (MSPARS), Minneapolis MN.   Performance period is 120 days.


An Invitation for Bid (IFB) is contemplated IAW FAR part 14 with a 30 day response time after issuance of solicitation. 


This acquisition is being solicited pursuant to FAR Part 19.14, and is issued as a Service Disable Veteran Owned Small Business Set-Aside, competitive IFB.  Magnitude of acquisition is between $250,000 and $500,000.


The solicitation, specifications, drawings, wage determination and any other applicable documents will be available via electronic means only at the www.FBO.gov website under solicitation #FA6633-15-B-0007, on or about 27 April 2015.


Telephone requests for plans will not be honored.  Plans and specifications will also be available for examination without charge at the Contracting Office upon coordination with the assigned Contract Specialist.  Once the solicitation is posted, it is the responsibility of the Contractor to obtain all necessary updates/amendments. 


Notice to Offerors:  This project is subject to a statutory cost limitation of $1,000,000.00.


All contractors must be registered in the System Award Management (SAM) database to be eligible to receive award http://www.sam.gov and have completed the On-line Representations and Certifications at that site.  Planholders lists will not be maintained, interested vendors should sign up on this web site in the "Interested Vendor List" (IVL) tab to receive notices or "watch" the opportunity.  


A site visit will be conducted as identified in the IFB, Section L,  FAR Clause 52.236-27 "Site Visit (Construction)"; Potential bidders - prime contractors, subcontractors and/or suppliers may attend any site visits upon written advance notification to the assigned Contract Specialist, see FAR Clause 52.236-27. Requests for maps to Bldg 729 available upon request.
