SITE VISIT MINUTES
FA6633-15-B-0006
CONSTRUCT OXYGEN STORAGE, BLDG 818
PROJECT: QJKL 09-0041
Site Visit – 12 May 2015 (9:00 AM) Bldg. 729
A site visit was conducted on 12 May 2015 in the Contracting Conference Room, Bldg 729 room 118 (see site visit attendance roster following these minutes for names of the attendees) for any interested contractors and potential subcontractors.
Contracting/Carol Lohman provided an overview of the basic contract requirements and some information pertinent to this specific solicitation:
1) One contract will be awarded with one contract line items (CLIN). CLIN 0001 will include pricing to demolish existing wooden structure and erect a permanent 600 square foot pre-fabricated building constructed on concrete foundations with insulated walls and ceilings, garage and utility doors, HVAC for environmental control of building interior along with electric, compressed air, fire alarm and fire suppression systems. Electric and natural gas site utilities will also be provided to site. Performance period is 120 days from the Notice to Proceed. Additionally, a “free zone” will need to be established – no escorts will be required once inside the free zone.
2) Due to construction work to repair the area in and around the 934th AW Main Gate this summer, the Main Gate will be closed for 60 days from approximately 15 June through 15Aug. 934 AW Visitor Control will remain open and will continue to issue long-term passes to contractors requiring entry which will be thru the 133rd ANG Main Gate off MN Hiway 55.
The truck delivery gate will thru the Army Guard Main Gate off MN Hiway 55.
3) This is a Service-Disabled Veteran Owned Small Business Set Aside in NAICS 236210, size standard $36.5M.
4) Funds are presently available. CLIN 0001 is subject to $1M statutory cost limitation.
5) Bids are due on 27 May 2015, 9:30am in Bldg 729, Room 118. No late bids will be accepted, and we’ll need security info on anyone delivering a bid.
6) There will be approximately 10 other construction projects in and around this building which must be coordinated with this project
7) ALL QUESTIONS MUST BE RECEIVED IN WRITING TO CAROL LOHMAN NO
LATER THAN 15 May 2015, COB, 4:30PM. These will be consolidated and responses provided and posted on 18 May to www.fbo.gov
Civil Engineering/Corey Peterson provided a general overview of the project, and what the government’s expectations are for this project. Additionally, due to the proximity of the free zones to an active runway, there will need to be an object-free area (FOD) within the free zones to the maximum extent possible.
Contractors were advised that no amendments have been issued to date. Should an amendment be necessary after 18 May, the bid due date may need to be extended.

Contractors were then taken to Bldg 823 (the bldg # of the current wooden structure) for visual inspections of the site.
