About this opportunity
The Department of Homeland Security Headquarters (DHS HQ) Office of the Chief Information Officer has issued a Limited / Sole Source Justification Notice for CISCO software license operations and maintenance (O&M) supporting the Homeland Security Enterprise Network (HSEN). The procurement covers annual maintenance renewal for CISCO hardware, software, and virtual devices across colocation facilities, with market research conducted in October 2024 evaluating 10 market leaders and determining no viable alternatives exist without major infrastructure changes. Replacing the existing CISCO infrastructure would cost an estimated over $10M and require 5-10 years to implement, making the current renewal critical for operational continuity. The justification covers a 15-month period (3-month base plus 12-month option) and will be competed among certified CISCO resellers through the NASA SEWP V GWAC contract. While the specific vendor is not explicitly named in the notice, the contract (NNG15SE09B) was awarded on November 30, 2024, for an unspecified amount, focusing on enterprise-wide licensing for CISCO AnyConnect VPN, hardware/software maintenance for switch devices, and software license/maintenance for Cloud Services Router.
