About this opportunity
The U.S. Embassy in Bogota is seeking a vendor to supply and distribute potable bottled water through a Blanket Purchase Agreement (BPA) for its branch office in Cartagena, Colombia. The Request for Quotations (RFQ) requires a contractor to deliver 20-liter bottled water containers to approximately 50 households, one office building, and the SPRC Port of Cartagena on a weekly basis. Vendors must submit quotations electronically to BogotaGSOcompras@state.gov by March 31, 2025, at 4:00 PM, with a deadline for questions on March 21, 2025. All proposals must be in English, submitted in specific file formats (MS-Word, MS-Excel, or PDF), and not exceed 30MB. Critical vendor qualifications include being registered in the System for Award Management (SAM) database, and the water must meet U.S. Environmental Protection Agency standards. The government intends to award the contract to the responsible company submitting the lowest-priced acceptable offer, potentially without further discussions.
The solicitation does not indicate any specific set-aside designations for small businesses or disadvantaged vendors. The contract will span one year with an option for an additional one-year extension, targeting a start date around March 14, 2025. Each household is expected to consume an average of 5 water bottles per week, with deliveries made directly to apartment doors or lobby areas. Vendors must provide monthly invoices through the embassy's vendor portal, including detailed container quantities and signed user receipts. The place of performance is Cartagena, located in the Bogota region of Colombia, with the procurement falling under the Soft Drink and Ice Manufacturing NAICS category (31211) and the Nonalcoholic Beverages PSC category (8960). While specific award value ranges are not disclosed, the requirement involves consistent weekly water distribution to multiple locations.
