About this opportunity

The Federal Bureau of Prisons, National Acquisitions Section, seeks a single-award firm fixed-price indefinite-quantity contract for a Career/Work Readiness Certificate Program to serve an estimated 14,640 students across 127 BOP facilities nationwide, with proposals due August 20, 2026 at 2:00 p.m. EST and questions due August 3, 2026.

Place of performance is throughout all BOP institutions, with administrative delivery to 320 First Street NW, Suite 5005, Washington, DC 20534. The base performance period runs October 1, 2026 through September 30, 2027, with four one-year option periods extending through September 30, 2031.

The program must deliver evidence-based instructional modules in English and Spanish addressing math/technical skills, literacy/reading, verbal and non-verbal communication, and workplace soft skills, aligned with College and Career Readiness Standards and Workforce Innovation and Opportunity Act requirements. Curriculum must employ Universal Design for Learning principles, be Section 508 compliant, and include testing accommodations for students with disabilities. Deliverables include pre- and post-test assessments, printed textbooks and workbooks (estimated 30% in Spanish), teacher resources, student progress reports, nationally-recognized portable credentials in paper and digital formats, scoring services within seven business days, and group reporting capabilities sortable by facility, region, and demographics. The contractor must provide examiner manuals, training materials, and technical support Monday-Friday 8:00 a.m. to 7:00 p.m. EST. All vendor personnel handling correctional data must comply with DOJ Information Technology Security requirements, FISMA, NIST standards, and data breach notification protocols (confirmed breaches within one hour, potential breaches within 72 hours).

Evaluation uses a tradeoff process weighing Technical and Past Performance combined as significantly more important than Price. Offerors must submit three volumes: Technical Proposal addressing curriculum, program delivery, management controls, and corporate experience; Past Performance with three completed questionnaires for contracts within the past five years; and Price Proposal with unit pricing for all deliverables. The NAICS code is 611710, Educational Support Services. No small business set-aside applies.
