About this file
This document is a Questions and Answers (Q&A) record for federal contract solicitation 15BNAS26R00000010, which pertains to the Career/Work Readiness Certificate Program (CWRCP) for the Bureau of Prisons (BOP).
The Q&A addresses five key inquiries from offerors. First, the SF-1449 cover page must be included in the price proposal section rather than the technical proposal volume. Second, the evaluation criteria reference to "Business Management Questionnaire" has been corrected to "Past Performance Questionnaire," with a revised Evaluation Criteria document uploaded. Third, proposals must be submitted as separate PDF files. Fourth, regarding printed materials distribution, individual facilities order materials as needed, with a complete reference set available for the Education Services Branch at 400 First Street NW, Washington DC. Fifth, the contract operates on a paper-only basis with no tablet dependency; staff utilize Bopnet and USPS mail for assessments and results. Finally, the government indicated willingness to consider alternative programs—such as those from WIN Learning with digital content—provided they meet all FSA requirements, constitute nationally recognized certificates/programs, and present reasonable implementation logistics. Any new program evaluation would be assessed individually based on value-to-cost ratio to BOP, including considerations for staff training and implementation feasibility.

Document, Page # Question Solicitation 15BNAS26R00000010, page 1
The solicitation requires offerors to complete and sign the SF-1449 cover page. Please confirm if it is acceptable to include this in Volume I–Technical Proposal or if it should be included somewhere else in the submission. Put the SF-1449 cover page in the price proposal section.
RCA 13 Evaluation Criteria CWRCP, page 5
Factor 2: Recent/Past Performance Section C, Content to be Included in Past Performance Evaluations, states that contracts listed on the Business Management Questionnaire may be used in the Government's evaluation of past performance. However, we have not identified a Business Management Questionnaire within the solicitation package. Should this reference instead be to the Past Performance Questionnaire or another solicitation attachment?
Please clarify the intended reference. Yes, the evaluation criteria should say Past Performance Questionnaire. I have corrected it and uploaded the revised Evaluation Criteria
How would you like your proposal submitted (e.g., all in one file or separate files, Word or PDF format, page limits, etc)? Submit proposals in separate PDF files.
What is your mailing cadence for the printed materials?
Individual facilities order their materials as needed. A complete set for central office reference can be sent to Education Services Branch, 400 First Street NW, Washington DC
How dependent are the AICs on the use of tablets?
None. All paper only on this contract. Staff use Bopnet and USPS mail to send assessments and received results.
Would you consider a program that meets all of your requirements, with the exception of providing only the soft skills material and the test administration manual in paper format?
Everything else is available in digital format. We are currently considering working with WIN Learning, as they have vast experience with the state prison facilities in the states of Florida, Michigan, and North Carolina and meet all of the requirements of the Career/Work Readiness Certificate Program (CWRCP) you are seeking- however, most of their educational content is in digital format. Please advise.
It can be considered if they meet all FSA requirements, nationally recognized certificate/program, and implementation of logistics won't be a big shift/task from what is in place. Implementing a new program and training staff, and any other factors would have to be evaluated on its own and weight it's value/cost to BOP.
