About this opportunity
The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), on behalf of the Chief of Staff of the Army, Headquarters Army Materiel Command, and Headquarters Army Contracting Command, is seeking innovative Artificial Intelligence solutions to automate and modernize the Army's contracting processes across all six phases: requirements development, solicitation, evaluation, award, post-award administration, and contract closeout. The primary objective is to address the Army's current reliance on manual, labor-intensive contracting procedures that result in high-value contracts frequently exceeding one year to award due to complexity and extensive review processes. Key contracting requirements include the ability to integrate with existing Army systems such as the Army Contract Writing System (ACWS), SAM.gov, and PADDS while maintaining compliance with federal acquisition regulations and achieving IL5 security standards. Evaluation criteria focus on technical merit, schedule feasibility, affordability, and company viability, with preference given to existing, reference-verifiable commercial technologies. The deadline for vendor questions was September 5, 2025, and the submission deadline for Phase 1 Solution Briefs was September 26, 2025; as of the December 10, 2025 update, all Phase 1 evaluations are complete, with three awards already made and formal notification letters to be sent by the end of December.
This opportunity carries no set-aside designations and involves no identified current contractors or incumbents. No predetermined funding ceiling or specific number of awards has been established; the government reserves the right to select some, all, or no submissions. Solution briefs are limited to eight pages, and vendors are encouraged to propose modular, scalable solutions that can address any contracting phase, with multi-phase capabilities viewed favorably. Subcontractors and teaming arrangements are permitted, and the expected NAICS code for this effort is 541511 (Custom Computer Programming Services). Three awards have already been made utilizing Fiscal Year 2025 funds from the initial rolling evaluations, with additional awards possible if Fiscal Year 2026 funding becomes available; evaluation was conducted on a rolling basis as submissions were received and government resources permitted.

*** 10 DECEMBER 2025 UPDATE ***
This opportunity, previously marked as inactive, has been reactivated to provide the following update to proposing offerors:
The Army Contracting Command completed the first batch of rolling evaluations prior to the Government shutdown, resulting in three awards utilizing Fiscal Year 2025 (FY25) funds. However, evaluations were temporarily paused during the shutdown. Following the conclusion of the shutdown, the evaluation process resumed for the remaining batches of contractor proposals.
All Phase 1 evaluations are now complete. Offerors will receive a formal notification letter by the end of December, which will detail the results of their proposal evaluation. The letter will also include additional information regarding next steps. Additional awards may be made if Fiscal Year 2026 (FY26) funding becomes available.
*** 18 SEPTEMBER 2025 UPDATE ***
ACC-APG has posted a Questions and Answers document in the Attachments section. This document addresses the majority of questions received and is provided for vendors to prepare their solution briefs. An Appendix A template is also provided in the Attachments section. For Appendix A, the expected NAICS code for this effort is 541511. The Call for Solutions attachment remains unchanged.
Vendors are encouraged to submit Solution Briefs as soon as practicable, but due no later than the submission deadline on 9/26. Phase 1 evaluations will be conducted individually, and awards made on a rolling basis as solutions are received and as Government resources are available.
*** 11 SEPTEMBER 2025 UPDATE ***
ACC-APG has collected all questions submitted by the deadline and will provide a Q&A document as an attachment to this posting once they have been addressed. The response date is extended by 2 weeks, until September 26th, 2025, to allow vendors additional time to prepare their solution briefs and review the Q&A document responses. The Q&A document will be attached in a subsequent amendment to this posting. The Call for Solutions attachment is updated to reflect the new response date.
27 AUGUST 2025 CALL FOR SOLUTIONS
The Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Digital Capabilities Contracting Center of Excellence (DC3oE), on behalf of the Chief of Staff of the Army (CSA), Headquarters Army Materiel Command (HQ AMC), and Headquarters Army Contracting Command (HQ ACC), is seeking innovative solutions to modernize and streamline the Army’s contracting process through automation and Artificial Intelligence.
Currently, the Army's contracting process is largely manual, requiring significant administrative effort for document drafting and multi-level approvals. High-value contracts routinely exceed one year in award time due to the complexity and extensive review processes. This initiative aims to enhance speed, accuracy, and compliance by leveraging AI to optimize procurement and reduce human error.
The Call for Solutions document (.pdf), outlining the full problem statement and objectives, can be found in the Attachments section of this posting.
The deadline to submit questions for Phase I is September 5, 2025 at 4:00PM EDT.
