About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 is seeking an independent Facility Condition Assessment (FCA) for the Central Utility Plant (CUP) Building 7776, located at the El Paso VA Health Care Center. The contractor will provide all necessary labor, materials, and equipment to perform a comprehensive visual inspection of the facility's technical and physical conditions, which spans approximately 14,827 square feet. This is a new FCA with no prior assessment data available, and the primary objective is to obtain essential data about the CUP, which currently provides steam to the El Paso VA Health Care Center. The evaluation criteria will likely include the contractor's qualifications, methodology for conducting the assessment, and ability to deliver a detailed report. Quotes are due by December 4, 2024, at 10am CST, with the contract expected to be awarded by November 19, 2024, and completed within 90 calendar days after award.
The solicitation is specifically set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors, with a $25.5 million size standard under the North American Industry Classification System (NAICS) code 541330 for Engineering Services. The place of performance is in the United States, specifically at the El Paso VA Health Care Center in Texas. While no incumbent contractors are mentioned, the solicitation includes multiple supporting documents such as seismic design requirements, central plant drawings, a top ten deficiency list, risk criteria matrix, and a facility condition assessment scoring guide. The contract will require a thorough examination of the CUP's various systems, including architectural, mechanical, electrical, and structural components, with a focus on identifying potential deficiencies and estimating correction costs. The assessment will be critical for understanding the current state of the facility and planning potential future maintenance or renovation efforts.
