About this opportunity

The USDA Agricultural Marketing Service's Commodity Procurement Program is seeking to procure 7,329,981 pounds of bulk apples for further processing across multiple states, intended for use in domestic food assistance programs. This firm-fixed-price contract requires that all commodities be products of the United States, grown, processed, and prepared for sale or distribution exclusively within the United States. Offerors must be the manufacturer/producer of the product and must confirm timely performance of previous USDA contracts, while also completing qualification questions regarding corporate status, criminal convictions, and federal tax liabilities. The evaluation includes a HUBZone Small Business Price Evaluation Preference available only to firms certified in the Small Business Administration's HUBZone Program. The bid submission deadline is July 29, 2025, at 1:00 PM Central Time, with all solicitation information available through USDA's Web Based Supply Chain Management system.

This solicitation operates under the No Set-Aside designation but includes various small business opportunities such as partial or total small business set-asides, service-disabled veteran-owned set-asides, quantities reserved for 8(a) and AbilityOne firms, and the aforementioned HUBZone price evaluation preferences. The solicitation does not specify award values or budget ranges, though the substantial quantity of nearly 7.33 million pounds indicates a significant procurement value. Deliveries will be made to various locations throughout the United States on an FOB origin basis, requiring offerors to coordinate multi-state distribution capabilities. All offerors must submit Supplier Agreement Letters for any subcontractors they intend to use, and the contract will support domestic food assistance programs rather than international aid efforts. The procurement timeline appears compressed, with only eight days between the posting date of July 21, 2025, and the bid due date.
