** A site visit will be conducted on Wednesday, September 10, 2014.    Contractors will meet at the Tinker AFB visitor's center located at the Air Depot gate at 8:00am CST.  Contractors who would like to attend must e-mail April Davison at april.davison@us.af.mil no later than Friday, September 5, 2014 at 4:00pm.  This will ensure adequate time to make security and transportation arrangements. 

IAW solicitation provision 52.237-1, Site Visit: Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

The government plans to include FAR 52.217-8 "Option to Extend the Term of the Contract" for a period of up to 6 months.  The 6 month extension period is not to be considered part of Option IV.  The period will be exercised as a separate option if it is utilized.

10. Set-Aside: The proposed contract action is 100% set aside for small business concerns. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals received prior to the response date as noted on the advertisement will be considered by the Government.
11. Mandatory Language:


An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the Ombudsman at 405-736-3273


Based on market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government´s requirement with a commercial item within 15 days of this notice..
