1. PWS page 14, Paragraph 1.16 HOURS OF OPERATION and 1.16.1 Normal Hours of Operation: states “Normal duty hours run five days per week, Monday through Friday, from 0715 to 1600, except recognized holidays.”

Question: Are there after normal duty required hours for support to specific functions, i.e., MICAP, Individual Equipment, Computer organizational Client Support Administration and Computer Network Control Center or any other function to support, i.e., aircraft maintenance, Reserve training weekends, and/or National Guard satellite operations, etc.?

Answer: After hour support is mainly for the munitions function. Commercial trucks that come in after duty hours for pick up or delivery and already have munitions loaded on them. Rarely there might be after hour support for mobility bags in support of deployments. There will be some after hour support for End of Year close out.

2. PWS page 14 Paragraph 1.16.3 Emergency or Special Event Services: Services may be required to support an activation or exercise of contingency plans, outside the normal duty hours.

As the PWS identifies the contractor will maintain the Mobility Bags and Gas Masks for Tinker AFB and Tenants there appears to be a need to support several activation or exercise of contingency plans, outside the normal duty hours.

Question: What are the average annual hours to support an activation or exercise of contingency plans, outside the normal duty hours?

Answer: 20 Hours. This is only an estimate and does not commit the Government to these exact amounts.

3. PWS page 14 Paragraph 1.16.4 Other Requirements: On occasion, services may be required for support outside the normal duty hours described above. On-call Contractor personnel shall be provided for after normal duty hours support.

Question: What are the specific functions which may fall under Other Requirements, i.e., MICAP, Computer Network Control Center Support, MOBAGS, Individual Equipment Unit?

Answer: Munitions Operations, MOBAGS, Stock Control

4. PWS page 4, Paragraph 1.6 VEHICLES states “The Contractor shall provide vehicles to ensure compliance with the contract including, but not limited to: warehouse swing reaches, cherry pickers or forklifts.”

Question: A) What is the maximum height the warehouse swing reaches, cherry pickers or forklifts will need to extend to for placing / removing assets from the top warehouse bin row?

Answer: 20 Feet.

Question: B) What are the narrowest width of the space between warehouse bin rows?

Answer: 6 Feet.

5. On page 7 paragraph 4.3 HOURLY RATES of the provided CBA it states “The base, straight-time hourly rates for employees covered by this Agreement shall be effective as set forth in the attachment "A" attached hereto and made a part hereof.” Also on page i it has AMENDMENT TO ATTACHMENT A PAGE 47 and SIGNATURE PAGE 48.

Question: As it appears there are more than the 8 pages in the provided CBA will the government provide the full and complete CBA?

Answer: The complete CBA was posted to FBO via Amendment 0001 on 2 Sept 14.

6. Question: Will the government conduct a site visit and if so what are the date and time?

Answer: The site visit was conducted on Wednesday, 10 September 14 at 0900.

7. The ITO Attachment-1.5 Sample Client Authorization Letter is missing does the government intend to post an amendment to provide this document?

Answer: The Client Authorization Letter will be added via Amendment 0002

8. It appears the Attachment A of the CBA has every other classification blacked out as if they were deleted or there is color scheme makes the classifications and pay rates hard to read.

Question: Will the government verify the classifications are no longer used or provide Attachment A with no color schemes f easier reading.

Answer: The pages will be replaced and added via Amendment 0002

9. Reference CLIN Schedule. Every CLIN for every performance period contains “lot” as the unit of issue.

Question: Shouldn’t the unit of issue be “monthly”? Please clarify.

Answer: The clarification for the usage of 1 LOT can be found on Page 24 of 108 on the RFP, under the title “LOT DESCRIPTION”

10. Reference PWS Appendix 3, Government Furnished Property. We noticed the absence of any and all vehicles and material handling equipment such as trucks, hi-reach lifts, forklifts, etc.

Question: Is the government providing any vehicles or material handling equipment to support this contract?

Answer: The only handling equipment that the government is providing is one Electric Swing Reach (Raymond Model 9600) in bldg. 260, the high bay storage area

11. Reference Section L, Instructions to Offerors, 5.4.9. Submission of Price/Cost Models.

Question: Please clarify what is to be provided to meet the requirements of this reference. Is the government looking for the CLIN Schedule to be placed into Microsoft Excel? We are asking because submission of other cost or pricing data is not required and since this is a firm-fixed price contract, we are unsure of how to meet this other requirement.

Answer: Section M, Paragraph 2.4.4 Total Evaluated Price (TEP) explains the TEP calculation methodology. Submit TEP IAW the quantities shown in the Quantities Table (Table 2) utlizing the TEP methodology provided in Table 1. Paragraph 5.4.9 of Section L explains which electronic formats are acceptable. As stated in Paragraph 2.4.3, If requested by the CO, data other than certified pricing data shall be evaluated to support a determination of reasonable and balanced pricing. This information will only be requested if all other sources have been insufficient…

12. Given the FFP nature of the contract and the CBA that is in place.

Question: Will the government please provide a breakdown of the Severance Pay (1-2 years = 1 week; 2-3 years = 2 weeks; 3-4 years = 3 weeks; 4-6 years = 4 weeks; 6 or more = 5 weeks)? Without knowing how long the employee have been on this contract it is hard to know how much vacation they get and give the incumbent an unfair cost advantage.

Answer: The CBA has been posted to outline how much severence pay is alloted based on the years of service. The number of employees and labor mix used for the current contract is proprietary to the current contractor.

13. Question: What are the organizations and shops where DIFM assets are picked up?

Answer: There are approximately eight locations that DIFMs are picked up. The three major ones are AWACS, 507 Reserve and building 9001. This is only an estimate and does not commit the Government to these exact amounts.

14. Question: How many miles are driven each month to pick up DIFM assets?

Answer: Approximately 350 miles per month. This is only an estimate and does not commit the Government to these exact amounts.

15. The CBA includes rates for Standard Wage Rates, Wage Rates with Night Shift Differential, and Wage Rates with Saturday and/or Sunday Differential. Section 1.16 of the PWS discusses the Hours of Operation and Section 1.16.3 discusses Emergency or Special Event Services that may occur outside of normal duty hours.

Question: Given the FFP nature of this proposal, can the government please indicate the average number of events that occur each year outside of normal duty hours. Please provide data to indicate if the events were during weekdays or Saturday, Sunday, Saturday/Sunday due to the nature of the CBA.

Answer: Approximately 30 hours of after hour support for munitions, which can be any day of the week. Approximately 32 hours of End of Year Supply closeout, the days will depend on what day the 30th of September falls on. Approximately 40 hours of Exercise/Real World deployment support, the days will depend on when the deployment takes place. This is only an estimate and does not commit the Government to these exact amounts.

16. Based on the PWS and other solicitation documents, we are uncertain as to whether or not the Base Supply operation requires the Contractor to perform delivery operations to support ALL customer Issues/DORs reflected in Appendix 1, Workload Estimates or is this a Transportation function? PWS 1.0 states that on base pick-up and delivery of Base Supply Repair Cycle, Bench Stock, MSI’s.

Question: Please clarify if the Base Supply operation does require offerors to perform delivery operations for ALL customer Issues/DORs reflected in Appendix 1. Without further clarification, only the incumbent knows and understands this and therefore is the beneficiary of an unlevel playing field tilted against all other potential offerors.

Answer: Bench Stock is the only delivery operation. DIFM pickup at eight separate locations is the only pickup operation.

17. Question: The labor categories in the CBA, Attachment A, are very limited in number and do not encompass the entire scope of non-exempt positions typically found in a Base Supply operation e.g. (Warehouse Specialist, Shipping/Receiving Clerk, Forklift Operator, Truck Driver etc.). It is clear that Warehousing Operations and Pickup/Delivery (Base Supply Repair Cycle, Bench Stock, MSI’) functions are performed as stated in PWS 1.0. Do the labor categories listed in the CBA carry specific job descriptions that are unique to the CBA (e.g. Labor category has many different tasks tied to the job description), and if so, would the Government provide those job descriptions so offerors may correctly categorize all work that may be performed by them under the CBA or clarify if these positions are CBA or non-CBA. Without further clarification, only the incumbent knows and understands this and therefore is the beneficiary of an unlevel playing field tilted against all other potential offerors.

Answer: The labor categories listed in the CBA do not carry specific job descriptions that are uniqe to the CBA.

18. Reference: Section L, paragraph 1.1.1 and PWS 1.0

Question: Both paragraphs state the contract will primarily include requisition, receiving, storing, issuing, delivering and disposing of supplies and equipment assets to support customers on Tinker AFB, to include tenant units and transient customers. What CLIN are offerors to price labor and other costs for Base Supply Warehouse operations like delivery of Issues/DORs, receiving, storing, pulling issues, pulling shipments, Functional Check, Shelf-Life, Inspection etc.?

Answer: Every CLIN in the RFP provides a description and PWS reference. Please refer to those descriptions for the most logical place to incorporate those costs.

19. Reference: Page 104 of 108, first paragraph states “These calculations will include all evaluation periods: the Basic Period (which includes the Phase in Period), all Option Periods, and the 180-day Extension Period.

Question: Since there is no CLIN for Phase-In are offeror’s to assume that for pricing the base period it would be priced as a 1 Month Phase-In period (NOT full performance) and 11 months of Full Performance? Please Clarify.

Answer: The phase in period is not separately priced. The basic year price will cover the total price of the phase-in and full performance periods.

20. Question: PWS 1.5 refers to Information Technology Asset Management (ITAM) equipment and that an IT Equipment Custodian (ITEC) and Alt-Custodian shall be appointed for Government provided ITAM property and software. However no computer equipment is listed within the solicitation documents to be provided as Government-Furnished, and no inventory software is listed as Government provided. Is this correct, and if so, will the Government please provide general specifications and requirements for computers, the estimated number of computers, and inventory software to be provided by the Contractor for use on this project?

Answer: All contractor use IT assets are maintained on a base IT account and the contractor is the custodian for that account. It is not tracked as GFE in the PWS. Any IT asset that needs replacing will be furnished by the government.

21. Question: Is it the intent of the Government that the entirety of the tasks to be performed by the Contractor are included in PWS 1, the Service Delivery Summary of items to be evaluated included as part of PWS 2, and the Workload Estimate items in Appendix 1? If not, will the Government please provide a suitable Technical PWS delineating all Contractor responsibilities?

Answer: The tasks to be performed are provided in the PWS. The complete breakdown of the various tasks are not spelled out because the directives that govern each task are listed in the publication appendix in the PWS and the contractor has to follow those directives.

22. Question: During the site visit we identified two 4k Forklifts and one 10k Forklift in the warehouse with Government markings. Are these GFE for this contract? Please Clarify.

Answer: No.

23. Question: Regarding the two 4k Forklifts and 10K Forklift seen in the warehouse. Are these used during mobility exercise and processing? Is the contractor expected to use this equipment during mobility exercises to load pallets? Does the contractor operate the K-Loader?

Please Clarify.

Answer: Contractor does not load pallets and does not operate the K-Loaders.

24. Question: Regarding the two 4k Forklifts and 10K Forklift seen in the warehouse. Are these used during mobility exercise and processing? Is the contractor expected to use this equipment during mobility exercises to load pallets? Does the contractor operate the K-Loader? Please Clarify.

Answer: Contractor does not load pallets and does not operate the K-Loaders.

25. Reference: Section M, Paragraph 2.4.4.3, page 105 of 108.

Question: Reference states there is a CLIN X014 however Section B has no CLIN X014 as it ends with CLIN X013. Please Clarify.

Answer: This was a typo and will be corrected in Amendment 0002.

26. Question: Are the Electric Stock Pickers (Raymond Model 9600) in the warehouse GFE or incumbent equipment? Are the associated Charging Stations for Electric Stock Pickers in the warehouse GFE or incumbent equipment?

Answer: The only Electric Stock Picker (Raymond Model 9600) that is provided by the government is the one in the high bay storage area. All the charging stations are provided by the government.

27. Question: Is RAPID-Gate a requirement for this contract? We understand costs are $189.00 per person, per year, each year. Please Clarify.

Answer: No.

28. PWS 1.9.10 States “ Contractor OI’s, plans, operational checklists and program directives shall be submitted to the CO for review and acceptance not later than 45 days prior to contract start date or the pre-performance conference (whichever is earlier) and upon subsequent revision(s). The Contractor shall review and update all Contractor OI’s at least annually.”

Question: Please clarify due to there being a 30 day phase in to provide the IO’s prior to performance conference?

Answer: The Government anticipates an award date that will give the contractor at least 45 days prior to start date to submit OI’s, plans, and operational checklists. The current contract is being extended and phase-in period will not begin until 1 February with full production beginning 1 March. RFP Amendment 0002 reflects the changes to start date.

29. PWS 1.9.13 States “In the event, the follow-on contract is awarded to other than the incumbent, the incumbent Contractor's OI’s, plans, operational checklists and program directives, shall be made available to the successor Contractor for information purposes until the successor Contractor documents are published and approved by the Government.”

Question: Will the government provide the current IO plans?

Answer: The current IO plans would not be provided until the cotntract is awarded to other than the incumbent.

30. PWS 1.9.13 States “In the event, the follow-on contract is awarded to other than the incumbent, the incumbent Contractor's OI’s, plans, operational checklists and program directives, shall be made available to the successor Contractor for information purposes until the successor Contractor documents are published and approved by the Government.”

Question: Will the government provide the current IO plans?

Answer: As stated in PWS 1.9.13, the above mentioned documents shall be made available to the successor in the event the follow-on contract is awarded to other than the incumbent.

Therefore, they will not be available until a new award is made.

31. Due to the CBA requirements for fringe rates based on seniority. Will the government provide a seniority roster for the purpose of pricing requirements.

The seniority roster is only provided once award has been made.

32. PWS 1.9.5 references Publications and Files.

Question: Please clarify what building they are maintained in?

Answer: Most of the publications and files are electronic and will be maintained on the computer in the office that they are associated with. Any hard copies will also be filed in the office they are associated with.
