About this opportunity
The Federal Bureau of Prisons, National Acquisitions Section, seeks an accredited post-secondary or vocational institution to deliver an Asphalt Milling and Paving Training Program at Federal Correctional Complex Yazoo City, Mississippi, with proposals due August 28, 2026 at 2:00 PM Eastern Time. The solicitation (15BNAS26R00000011) carries no set-aside; award will go to the lowest-priced technically acceptable offeror with satisfactory past performance.
Place of performance is FCC Yazoo City, 2225 Haley Barbour Parkway, Yazoo City, Mississippi 39194. Instruction occurs Monday through Friday, 8:00 AM–11:00 AM and 12:00 PM–3:00 PM, excluding federal holidays.
The contractor must be an accredited institution (verified through the U.S. Department of Education Database of Accredited Post-Secondary Institutions and Programs), not a self-employed individual or institutional employee. One qualified lead Asphalt Paving Instructor is required, holding at least two valid industry certifications and minimum two years' classroom teaching experience; the contractor may deploy additional qualified instructors for hands-on equipment training provided all meet accreditation criteria and hold relevant credentials. All instructor personnel must complete security orientation, annual refresher training, and comply with institutional identification and sign-in/out procedures. Hands-on instruction must replicate actual occupational work environments and live projects; electronic simulation does not satisfy requirements. The BOP supplies all major equipment: milling machines, paving machines, front-end loaders, backhoes, skid-steers, brush rollers, heavy rollers, and dump trucks.
The contract is an indefinite-quantity, requirements-based agreement with firm fixed unit pricing. The base period runs from award through 12 months; four one-year option periods follow, plus one six-month extension through September 30, 2031. Performance begins October 1, 2026. Each base year and option year estimates four classes; the extension estimates two classes, with approximately 15 incarcerated adults per course. The contractor determines instructional and hands-on hours and provides certificates or college credits with continuing education units.
NAICS code is 611519, Other Technical and Trade Schools. PSC code is U006, Education/Training–Vocational/Technical. Questions are due July 27, 2026.
Evaluation factors are Technical Merit (pass/fail across four subfactors: accreditation and credentials, instructor qualifications and resumes, curriculum detail and hands-on methodology, and program management and student records), Past Performance (minimum three contracts within five years involving vocational, occupational, or workforce development training in asphalt paving, heavy equipment operation, construction trades, industrial skills, or correctional educational environments), and Price. Technical and Past Performance combined are significantly more important than Price.
