Offerors must submit a complete proposal consisting of three separate volumes: Volume I (Technical Proposal), Volume II (Past Performance), and Volume III (Price Proposal). Volume I requires demonstration of institutional accreditation through documentation verifying listing in the U.S. Department of Education's Database of Accredited Postsecondary Institutions and Programs (DAPIP), description of Continuing Education Units (CEUs) and certificates awarded, and explanation of job preparation methodology.
