About this file
This document establishes the evaluation criteria for proposals submitted in response to the Federal Bureau of Prisons' Asphalt Paving Vocational Training Program, to be conducted at FCC Yazoo City. Proposals will be evaluated on three primary factors: Technical (pass/fail basis), Past Performance, and Price, with award made to the lowest priced technically acceptable offeror demonstrating satisfactory past performance.
The Technical factor comprises four subfactors, all of which must receive an Acceptable rating. Subfactor A requires proof of institutional accreditation with the program falling under that accreditation umbrella, evidence of industry-recognized credentials or CEUs, Department of Education DAPIP database recognition, and documentation of employment-focused training outcomes. Subfactor B mandates resumes for all instructors showing at least two valid industry certifications, minimum two years of classroom teaching experience, hands-on experience in asphalt paving or related construction trades, and identification of qualified alternate instructors. Subfactor C requires detailed curriculum outlines, course schedules with estimated instructional hours, descriptions of classroom and hands-on training activities that replicate actual work environments, procedures for incorporating BOP-provided equipment, and student evaluation procedures; proposals must clearly demonstrate practical hands-on instruction rather than simulation-based training. Subfactor D addresses program management, requiring procedures for student registration and records management, transcript and certificate issuance, attendance reporting, quality control measures, FCC Yazoo City staff coordination, and employer outreach or mock job fair participation. For Past Performance, offerors must provide at least three contracts performed within the last five years involving vocational, occupational, technical, or workforce development training related to asphalt paving, heavy equipment operation, construction trades, industrial skills, or correctional/institutional educational environments, including contract number, customer name, point of contact, scope of work, period of performance, and description of services. Price will be evaluated for reasonableness as the final selection factor.
