The Integrator will be responsible for the final design, construction, testing, and delivery of the new research vessel over a ten-year ordering period. Key requirements include managing the shipbuilder selection and oversight process, overseeing the detailed design and construction phases, and coordinating the transition of the vessel to operations. Proposals will be evaluated on factors such as prior experience, past performance, cost, and small business participation.

This is a full and open competition, not set aside for small businesses. The applicable North American Industry Classification System (NAICS) code is 541330 with a $47 million size standard. The Product Service Code is C216 for Marine Engineering. NSF anticipates a single award with a minimum value of $5 million and a maximum of $2.2 billion over the ten-year ordering period. Work is expected to be performed primarily at the contractor's facilities.
