About this opportunity

The Department of Energy Office of Science, through the Alliance for Energy Innovation LLC, is conducting a market research sources-sought effort to identify vendors capable of providing entrepreneurial consulting services supporting the American-Made program, with responses due July 31, 2026.

The Alliance seeks to develop educational programming connecting American-Made prize participants with complementary innovation ecosystems—federal and state programs, corporate innovation initiatives, and private support mechanisms—that offer pilot demonstration sites or purchase newly commercialized products. Respondents must demonstrate expertise in product procurement and pilot demonstration opportunities, including General Services Administration and Department of War programs; ability to clearly explain application processes and eligibility criteria; knowledge of entrepreneurial support programs; strong webinar facilitation and presentation skills; foundational knowledge of the American-Made ecosystem; and capability to evaluate customer progress through metrics including job creation, revenue, investments, and patenting activity.

Responses must include company information, relevant experience (up to three past projects), technical approach based on the stated scope, and a Rough Order of Magnitude price estimate for budgetary purposes. Responses are limited to three pages (excluding cover page) and must be submitted as PDF documents to ASP.Responses@nlr.gov by July 31, 2026 at 5 PM MST with subject line "SS-2026030916: [Company Name]." The anticipated NAICS code is 541690 (Other Scientific and Technical Consulting Services). This is a market research effort; submission does not guarantee inclusion in any future RFP, costs are non-reimbursable, and the Alliance reserves the right to set aside awards or decline to proceed with further solicitation. Responses may inform whether a small business set-aside is appropriate.

Notice text

This is a Sources Sought Notice (SSN) issued by the Alliance for Energy Innovation, LLC (Alliance). The purpose of this SSN is to conduct market research and gather information on the current capabilities of potential sources to provide entrepreneurial consulting services related to the American Made program. In 2018, the U.S. Department of Energy established the American-Made program to offer prizes and competitions as a government funding mechanism in addition to traditional funding options like grants. The American-Made program is a U.S. Department of Energy (DOE)-funded program that works to advance domestic energy innovation.

The project objective, at a high level, aims to develop clear educational programming that is available to all prize participants encouraging them to engage with other innovation programs outside of American-Made to continue to develop their innovative solutions. This may include federal or state programs, corporate innovation programs, or other private support programs. The goal of this project is to support organizations within the American-Made ecosystem to continue their innovations by connecting them to programs that offer pilot demonstration sites or programs that purchase newly or nearly commercialized products.
