About this file

This is a Sources Sought Notice (SSN) issued by the Alliance for Energy Innovation, LLC on behalf of the National Laboratory of the Rockies for the American-Made Post Prize Support Opportunities Education Program (SS-2026030916). The Alliance seeks information on vendor capabilities to provide entrepreneurial consulting services supporting the U.S. Department of Energy's American-Made program, which offers prizes and competitions to advance domestic energy innovation. The project objective is to develop educational programming that connects American-Made prize participants with complementary innovation programs—including federal and state initiatives, corporate innovation programs, and private support programs—that offer pilot demonstration sites or purchase newly commercialized products.

Respondents must demonstrate expertise in product procurement and pilot demonstration opportunities (including General Services Administration and Department of War programs), ability to clearly explain application processes and eligibility criteria, knowledge of entrepreneurial support programs, strong webinar facilitation and presentation skills, foundational knowledge of the American-Made ecosystem, and capability to evaluate customer progress through metrics including job creation, revenue, investments, and patenting activity. Responses must address company information, capabilities and relevant experience (including up to three past projects), technical/solution approach based on the stated scope of need, and a Rough Order of Magnitude price estimate for budgetary purposes only. The anticipated NAICS code is 541690 (Other Scientific and Technical Consulting Services), and responses may inform whether a small business set-aside is appropriate. All responses must be submitted as PDF documents limited to three pages (excluding cover page) to ASP.Responses@nlr.gov by July 31, 2026 at 5:00 PM MST, with subject line "SS-2026030916: [Company Name]." This is a market research effort; submission does not guarantee inclusion in any future RFP, costs are non-reimbursable, and the Alliance reserves the right to set aside awards or elect not to proceed with further solicitation.

SOURCES SOUGHT NOTICE (SSN)

American-Made Post Prize Support Opportunities Education Program

SS-2026030916

Date of Issuance: July 8th, 2026

Response Deadline: 5:00 PM MST, July 31st, 2026

1.0 Introduction and Purpose

This is a Sources Sought Notice (SSN) issued by the Alliance for Energy Innovation, LLC (Alliance). The purpose of this SSN is to conduct market research and gather information on the current capabilities of potential sources to provide entrepreneurial consulting services related to the American Made program. In 2018, the U.S. Department of Energy established the American- Made program to offer prizes and competitions as a government funding mechanism in addition to traditional funding options like grants. The American-Made program is a U.S. Department of Energy (DOE)-funded program that works to advance domestic energy innovation.

The project objective, at a high level, aims to develop clear educational programming that is available to all prize participants encouraging them to engage with other innovation programs outside of American-Made to continue to develop their innovative solutions. This may include federal or state programs, corporate innovation programs, or other private support programs. The goal of this project is to support organizations within the American-Made ecosystem to continue their innovations by connecting them to programs that offer pilot demonstration sites or programs that purchase newly or nearly commercialized products.

The information received will be used for planning purposes and to inform the potential development of a future solicitation.

2.0 Scope of Need

The information received in response to this SSN will guide Alliance’s focus for writing a requirements document to meet our overall research goals. The project objective, at a high level, is to provide “off ramps” from DOE prize programs to other programs that can further support commercialization and business formation at greater scale than DOE is positioned to provide.

• Required Capabilities:

o Demonstrated expertise with product-procurement or pilot demonstration opportunities, including programs run by the General Services Administration and Department of War programs, corporate innovation programs, and other federal/state level opportunities sufficient to identify relevant options for participants.

o Demonstrated ability to clearly explain the application processes, eligibility criteria, and key requirements for product-procurement and pilot demonstration programs.

o Demonstrated capability of working with a range of entrepreneurial support programs and the ability to explain each program’s parameters so prize competitors can assess the most appropriate opportunities.

o Strong webinar facilitation and presentation skills, including clear, professional verbal communication for educational delivery.

o Foundational knowledge of the American-Made ecosystem sufficient to inform and support the development of relevant educational programming.

o Demonstrated ability to evaluate follow-on customer progress through metrics such as job creation, revenue, investments, licensing and patenting activity through an efficient and cost-effective approach.
