This is an Indefinite Quantity Contract with a 60-month ordering period and 365 days of production time, subject to export control regulations. Offerors must submit written proposals via fax to (804) 279-4165 and complete a copy of the solicitation to be considered for award. The solicitation will be issued on or about January 30, 2026, with documents available through the DLA Internet Bid Board System (DIBBS) at https://dibbs.bsm.dla.mil/. Past performance will be evaluated using PPIRS, and the response deadline is March 2, 2026. All responsible sources may submit offers; however, specific details regarding question submission deadlines are not provided in this pre-solicitation notice.
This procurement is designated as a 100% Woman-Owned Small Business set-aside following source exclusion, limiting eligible bidders to certified woman-owned small businesses. The estimated annual quantity requirement is 10 units across the five-year base period with no option periods included. No incumbent contractor or current supplier information is identified in this pre-solicitation notice. The contract will operate on an FOB Destination basis with inspection and acceptance at the origin point. Configuration control applies to this item, and Production Lot Test requirements do not apply. While no specific award value or budget range is disclosed in this notice, the contract structure as an Indefinite Quantity agreement with modest annual quantities suggests a relatively limited procurement scope.
