About this opportunity
The United States Air Force Life Cycle Management Center intends to award a sole source contract to Lockheed Martin Rotary and Mission Systems for the Air Force Special Operations Command (AFSOC) Air Commando Training Support II (ACTS II) program. This contract will provide sustainment, modernization, and support services for AFSOC fixed-wing and tilt-rotor training devices operating both within the contiguous United States (CONUS) and outside the contiguous United States (OCONUS). The comprehensive requirements include Training System Support Center (TSSC) operations, Contractor Logistics Support (CLS), Cybersecurity services, Distributed Mission Operations (DMO), Engineering Change Proposals (ECP), Simulator Common Architecture Requirements and Standards (SCARS), and potential procurement of additional training devices. The proposed contract will be awarded using Other than Full and Open Competition procedures under the authority of 10 USC 2304(c)(1) and FAR 6.302-1, citing "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This pre-solicitation notice was posted on June 17, 2025, with a due date of July 2, 2025, though it does not constitute a formal solicitation and the government will not reimburse firms for costs associated with responding to this notice.
This procurement opportunity has no set-aside designation and is classified under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. Lockheed Martin Rotary and Mission Systems has been identified as the sole source contractor for this continuation of training support services, indicating they are likely the incumbent contractor from the previous ACTS program. The notice does not specify contract award values, budget ranges, or quantities of training devices to be procured. The contract scope encompasses both domestic and international operations, suggesting a significant geographic footprint for the training support services. The procurement falls under PSC code J069 for Maintenance/Repair/Rebuild of Equipment - Training Aids and Devices, reflecting the technical nature of the simulator and training device support requirements.
