This amendment is to post the Industry Day Slides and questions and answers (Q&As) that resulted from the event.  The PWS security related changes and the revised DD254 will be posted with the RFP.  Draft revisions for this requirement may be issued prior to the formal RFP release.

Registration is now closed for this Special Notice from Air Force District of Washington (AFDW), SAF Enterprise Support (PKS), concerning Draft Solicitation No. FA7014-16-R-5004, which serves as a notice to industry concerning procurement of Research and Development (R&D) for Cost Estimating Modeling (CEM) Cost Data Improvement Methods and Tools Development to meet the requirements of the Air Force Cost Analysis Agency (AFCAA).  Industry Day will be held at Andrews AFB,   1500 West Perimeter Road, Suite 5440 (Jones Building) at 8:00 am sharp to 9:55 am for the main event.  One-on-One sessions are already scheduled and confirmed for the remaining of the day. 


It is highly recommended for all vendors to monitor the Federal Business Opportunities (FBO) website at HTTP://WWW.FBO.GOV under this announcement for any other changes and to get additional information after the Industry Day closes.


Formal communications related to this acquisition shall be submitted by email to cynthia.i.harper.ctr@mail.mil or donald.w.morgan3.civ@mail.mil.  No telephone requests will be accepted.


All communications SHALL be submitted ONLY in writing AND directly to the email addresses identified above. Attached is the questionnaire that each vendor can utilize for all communications, questions and comments to the Government regarding the AFCAA CEM R&D effort.  The Industry Day Slide attachment contains information that is subject to change and nothing contained therein is binding.  


No Classified information shall be submitted in response to this notice.


If an RFP is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responder to monitor these sites for additional information pertaining to this requirement.


The Government is not responsible for any delays in receipt of e-mailed registration forms, and interested parties.  All registration forms were processed and the Government is not accepting any late registrations.


Attendance at the Pre-Solicitation Conference is neither required nor is a prerequisite for proposal/bid submission, and participation will not be considered in the evaluation of proposals.  After the conclusion of the conference, the government's presentation materials will be posted at www.fbo.gov.


Instructions for entering JB Andrews for the Industry Day can be found on the website noted below. Visitor Access to Andrews Procedure and the phone number for the Visitor Center is 301-981-0689.  It is the responsibility of each vendor who submitted the Visitor Pass Form to stop by the Visitor Center to get the pass prior to 7:30 am for entering the base.


The Visitor Center is inside the main gate (by the McDonalds) on the left before the guard check-in point.  The Jones Building is located after the guard check-in point straight ahead at the first light.  To park for the Jones Building make a right at the yield before the light and then make the first left to park behind the Jones Building.   Entrance to the Industry Day Event is through the left side glass doors.  The right side or straight after walking from the parking lot is the JAG or court building.  Once you enter the building and the elevator is straight ahead, go to the 5th floor and make the left then right down the hall to Suite 5440. 


The conference room will be open by 7:45 am and the main session will start promptly at 8:00 am.  No refreshments are allowed in the conference room due to building ordnances.

This is a Special Notice from Air Force District of Washington (AFDW), SAF Enterprise Support (PKS), concerning Draft Solicitation No. FA7014-16-R-5004, which serves as a notice to industry concerning procurement of Research and Development (R&D) for Cost Estimating Modeling (CEM) Cost Data Improvement Methods and Tools Development  to meet the requirements of the Air Force Cost Analysis Agency (AFCAA).  



AFDW/PKS is providing a draft solicitation for  the R&D for CEM Cost Data Improvement Methods and Tools Development effort for review and comment by industry.  AFDW/PKS and AFCCA intends to host an Industry Day event, to include separate face-to-face meetings with industry sources in approximately two weeks from the date of this posting, and the details of the meetings will be posted by amendment to this notice. The Industry Day event will be conducted at a facility located in the National Capitol Region (to be determined).

AFDW/PKS is particularly interested in receiving comments and questions from industry as early as possible to facilitate consideration of items prior to issuance of a formal solicitation. Industry sources are directed to review the Draft RFP for additional important information.

The Government anticipates the date for release of the formal RFP is approximately forty-five (45) days after release of the draft RFP, but this date may be subject to change.  A separate notice for the formal RFP will be posted with response dates and instructions as applicable to this solicitation.

The Government's intent is to solicit and award, via full and open competition, a single Cost Plus Fixed Fee/Firm Fixed Priced hybrid type contract with a Two-Year base period, a Two-Year Option One (1) period, and a One-Year Option Period. The objective is to  research, analyze, design and modernize current cost data and estimating methods and tools to improve the quality, timeliness, and effectiveness of DoD and USAF acquisition program cost estimates.



It is the Government's intent to award a contract in a manner that results in the best value to Government using a tradeoff process.  Based on market research, the Government will be utilizing Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation and Part 35 - Research and Development Contracting.  The above discussed intent is subject to change.

E-mail messages must be less than 10 MB in size. If larger files are submitted, they must be broken into separate messages.

The attached registration form must be filled out and returned by interested participants no later than 11:00 AM EASTERN TIME, January 6, 2016. Participation is by registration only. The Government will acknowledge receipt of timely submitted registrations no later than 3:00 PM EASTERN TIME, January 8, 2016. The Government is not responsible for any delays in receipt of e-mailed registration forms, and interested parties are asked to submit registration forms as soon as possible. Participation is restricted to no more than 2 persons (U.S. Citizens only) per industry group attendee. Walk-ins will not be permitted. Specifics of the location for the pre-solicitation conference, to include maps and access information, and any further limitations on the number of attendees will be provided only to those respondents that submitted a registration form by the due date and time.


Following the general morning session, one-on-one appointments with vendors will be conducted. The purpose of the one-on-one appointments is to answer questions pertaining to Draft Solicitation No. FA7014-16-R-5004.


One-on-One Sessions:

1. Attendance at One-on-One sessions will be limited to no more than 2 persons/attendees (U.S. Citizens only) per industry group.

2. One-on-One session time slots will be given in the order in which they are received. All vendors who have submitted a registeration form to date have a confirmed time slot.  The attached registration form shows only two slots remaining and that is all of the One-on-One sessions that will be conducted for this Industry Day event.

3. Each One-on-One session is allotted thirty (30) minutes due to the number of registration forms received.  See the attached revised registration form for the two remaining timeslots for the One-on-One sessions that the Government will hold for this event.

Attendance at the Pre-Solicitation Conference is neither required nor is a prerequisite for proposal/bid submission, and participation will not be considered in the evaluation of proposals.  After the conclusion of the conference, the government's presentation materials will be posted at www.fbo.gov.

Instructions for entering JB Andrews for the Industry Day event has been added to the registration form.  It is the responsibility of each vendor to ensure that you follow the visitor pass instructions and work with the Visitor Center for a day pass.  All Visitor Pass forms must be submitted prior to Jan 6, 2016 or ASAP to allow time for the Visitor Center to process the day pass.  Each vendor must follow the Visitor Center process and follow up with any questions on the ID or other documents needed to get a day pass for this event.
