About this opportunity

This pre-solicitation notice seeks a 75-day time charter for a Jones Act tanker capable of carrying a minimum of 150,000 barrels of clean petroleum products. The Military Sealift Command of the Department of the Navy will evaluate proposals for this charter, which requires the vessel to have double hull construction as well as inert gas and segregated ballast systems. The period of performance is from June 5 to June 6, 2020, with laydays commencing on June 5 and cancelling on June 6. Responses are due by May 6, 2020.

There is no set-aside designated for this solicitation. As the market survey concluded it is feasible for small or large businesses to submit proposals, the procurement will remain unrestricted. Details of the solicitation include transportation of petroleum products within the Gulf of Mexico, with origins and destinations between Houston, Texas and Southwest Pass, Louisiana. The contract value and awardee are to be determined, but the vessel requirement is clearly defined as a Jones Act tanker with at least 150,000 barrel cargo capacity.
