The purpose of this notice is to post Amendment 0005 to RFP FA8533-08-R-22907. Also posted are PD Amd 02 (incorporated by RFP Amd 0005) and two sets of questions received relative to the requirement. PD Amendment 02 and the first set of questions are export controlled due to the technical data contained within.

Amendment 0003 is being issued to incorporated the revised Purchase Description (PD), revised Statement of Work (SOW), and revised solicitation provisions Section L (Instructions to Offerors) and Section M (Evaluation Basis for Award). Offerors who previously submitted proposals are advised that should any changes to volumes of the proposals already submitted be required as a result of the change in technical requirements, offerors are afforded with the opportunity to submit a superseding volume. In the event that no changes are required, offerors will simply advise that its proposal previously submitted remains valid.
All offerors shall complete the attached uploaded spreadsheet titled "GPU Schedule to Offerors" and return to the 642 CBSG Contracting Office with the signed copy of Amendment 0003.
Purchase Description PD08WRGBGBEA04, dated 8 Oct 2008, is export controlled. To view the revised PD, interested parties must follow the process to view export controlled data outlined in the FBO user guide.

This requirement is for an 8-year, firm-fixed price, Requirements-type Indefinite-Delivery contract for the 72kW Ground Power Unit (GPU); NSN: 6115NCC639975
The 72kW ground power unit shall provide 400 Hz, 28 VDC, and 270 VDC power for various aircraft maintenance tasks on current Air Force aircraft. The GPU will be a stand-alone, trailer mounted, self-contained unit capable of providing aircraft quality external ground power to the following aircrafts: C-130, C-17, C-5, B-1B, B-2, F-22, A-10, KC-135, B-52 and secondary power for the F-15 and F-16.
This requirement will consist of one basic period of 36 months and five annual option periods. The best estimated quantities (BEQs) are as follows: Basic period 122 each, Options I-V 240 each year.
Destinations for these units will be CONUS and OCONUS Air Force and DoD installations and Foreign Military Sales (FMS). There is no minimum or maximum order amounts established.
FAR part 15 procedures will be utilized. The successful offeror shall be required to complete a first article unit subject to required tests in accordance with the PD prepared for this acquisition. Required tests will be identified in the test procedures and the test/inspection report, which the contractor shall prepare for program engineer approval. This requirement will also include data such as technical manuals, corrosion prevention and control plan, system safety program plan, service bulletins, training materials, etc. Additionally, Operational Testing and Evaluation (OT&E) and minimal reliability testing will be part of the required testing for this program.
Offerors shall prepare their proposals in accordance with mandatory, explicit, and detailed instruction contained in the RFP. The Government will utilize the Technically Acceptable Risk-Performance-Price Tradeoff and will evaluate proposals and make award in accordance the Evaluation Basis for Award provision in the RFP.
It is anticipated that the RFP will be released on or around 28 March 2008 and anticipated award on or around 31 August 2008. The RFP will be posed to the Federal Business Opportunities webpage. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. There are no foreseen restrictions to foreign contractor participation at the prime contractor level.
