Amendment/Modification FA8533-08-R-22907-0003
Continuation of block 14. DESCRIPTION OF AMENDMENT/MODIFICATION
The purpose of this amendment is as follows:
a. The closing date for Receipt of Offers, for the RFP on block 9A, is hereby changed as follows:

c. The Statement of Work (SOW), dated 7 Feb 2008 (8 pages), is surrogated in its entirety by SOW dated 8 Oct 2008 (10 pages). All references on the RFP shall be changed accordingly.

L-900. INSTRUCTIONS TO OFFERORS
The following instructions cover the preparation and submittal of the offeror’s proposal for this solicitation.
(a) Proposals shall be submitted in three (3) separate volumes as set forth below:

Offerors shall prepare proposals in the following format:
1.
Each volume shall be marked with the RFP number and the offeror’s name and address.
2.
Each offeror shall submit the completed volumes and electronic media in two (2), two-prong six-section classification folders.
3.
Print should be no smaller than a font of 12 and paper size shall be 8 1/2” X 11”. Margins shall be no smaller than 1”.
4.
Each page shall be numbered consecutively. The page limitation includes any drawings, diagrams, illustrations, calculations, etc. When both sides of a sheet display printed material, it shall be counted as two (2) pages. Offerors are cautioned that any pages that exceed the limitations shall not be read and shall be removed and sent back to the offeror.
5.
The page limitation for Volume II, Technical Proposal, is 65 pages. Drawings, diagrams, illustrations, supporting empirical data, calculations, etc., are included in the page count.
6.
Each page containing proprietary information should be so marked.
7.
Each page should contain the following legend at the bottom of each sheet:

The electronic copy of the volumes shall be on CD-ROM or Flash Drive. The programs available in Microsoft Office 2003 and Adobe Acrobat 6.0 (or later versions of both) are acceptable for usage.

(b) Volume I, Completed RFP and Clauses:
(1) Volume I shall consist of the completed and signed RFP with a cover letter delineating any exceptions taken to the RFP terms and conditions. Offerors shall ensure that all clauses and provisions that require “fill-in” information shall be appropriately completed including the proposed prices associated with the contract items in the Schedule of the RFP. All CLINs not directly designated as Not Separately Priced (NSP) shall be completed with a unit price. However, offerors are cautioned that any noncompliance with the terms and conditions of the RFP may cause their proposal to be determined unacceptable and therefore not considered eligible for award. Proposals are due in WR-ALC/642 CBSG/GBKBB, Attention: Jennifer Cook by the time and date specified in Block 9 of the face page of the RFP. The Government intends to make award without discussions. Discussions, if necessary, will be conducted in accordance with FAR 15.306.
(c). Volume II, Technical Proposal
(1) The Technical Proposal Proposals shall be clear, concise, and include sufficient detail for effective evaluation. Offerors shall cross reference the requirements document, by paragraph number, to the corresponding proposal paragraph which addresses the referenced item. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror’s proposal.
The following information shall be provided and will be evaluated to assess technical acceptability and technical risk in accordance with Section M-900, Evaluation Basis for Award:
(2) Organization. The Technical Proposal shall be organized pursuant to the order of the following outline:

Subfactor 4: DC Power Design
(3) Contents. Technical Proposal. The technical proposal shall organize and address the subfactors listed below in the following order.
Subfactor 1: Control and Safety Design. The proposal shall provide a detailed narrative specifically addressing the offeror’s proposed approach to meeting the control and monitoring, safety characteristics, and receptacles requirements mandated in sections 3.6 (all), 3.7 (all), and 3.10.4 (all) of the purchase description.
The narrative shall include supporting explanations, one line drawings, and conceptual drawings for the proposed layout/configuration of the control panel. Additionally, the narrative shall include rationale and conceptual drawings showing the location of controls not included on the control panel.
Subfactor 2: Mechanical Design. The proposal shall provide a detailed narrative specifically addressing the offeror’s proposed approach to meeting the generator/alternator design, DC output power requirements, engine system, operating temperature, altitude, sand/dust, precipitation, dimensions, enclosure, and chassis requirements mandated in sections 3. 3, 3.4.2 (first paragraph only), 3.5 (all), 3.8.1, 3.8.3, 3.8.8, 3.8.9, 3.9.4, 3.9.5 (all), and 3.9.6 (all).
Particular explanation/rationale shall be given to operating altitude, temperature range, rain, engine selection, derating data for both engine and AC generator/alternator, and DC power supply input THD effect on the main AC alternator.
The narrative shall include supporting explanations, calculations, and conceptual layout drawings. The conceptual drawings shall outline the completed GPU assembly/enclosure from all sides, to include top and bottom views. The offeror shall provide a chassis layout detailing the proposed location of main components such as engine, generator, radiator, power supplies, etc. Main component estimated weight and estimated center of gravity calculations for the complete GPU shall be provided as well.
Additionally, the narrative shall include the following data: engine performance curves/engine manufacturers data sheet with offeror‘s supporting analysis for derating to include electrical and mechanical parasitic loss, multi-fuel operation, high altitude, and high temperature losses; offeror‘s and engine manufacturer’s detailed plan for managing EPA Tier 4 engine changes to include but not be limited to: Tier 3 engine/parts availability, waiver plan, and Tier 4 engine certification/installation plan if Tier 3 engines become unavailable/unwaiverable; alternator manufacturers fact/data sheet and offeror‘s supporting analysis including deratings for high altitude, high temperature, and solid state power supply operation.
Subfactor 3: AC Power Design. The proposal shall provide a detailed narrative specifically addressing the offeror’s proposed approach to meeting the output electrical power requirements mandated in section 3.4.1 (all).
Additionally, the narrative shall include supporting explanations, calculations, and/or conceptual drawings.
Sub-factor 4: DC Power Design. The proposal shall provide a detailed narrative specifically addressing the offeror’s proposed approach to meeting the 28VDC requirements and the 270 VDC requirements mandated in sections 3.4.2.1 (all) and 3.4.2.2 (all).
Additionally, the narrative shall include supporting explanations, calculations, and/or conceptual drawings.
(4) Identify any risks associated with the approach and actions to be taken to mitigate that risk.
(d) Volume III, Past and Present Performance Information.
The offeror shall submit present and past information for itself in accordance with the format contained in the “FACTS Sheet” (See RFP Attachment 1) and the following paragraphs.
(1) The requested present and past information shall be provided in a separate section and labeled, “Volume III - Present and Past Performance Information.” Offerors shall complete a separate “FACTS Sheet” for each active or completed contract (with preferably at least one year of performance history) in the past five (5) years, that the offeror considers relevant in demonstrating its ability to perform the proposed effort. If the total number of such contracts exceeds three (3), the offeror shall address its three (3) most relevant contracts.
For all submittals, the performance on efforts identified shall be restricted to those completed or ongoing during the past five (5) years from the issuance date of this RFP. The offeror’s present and past performance information may include data on efforts performed by other divisions or corporate management, if such resources will be used and significantly influence the performance of the proposed effort. Contracts listed may include those with the Federal Government, state and local Governments or their agencies, and commercial customers. Offerors that are newly formed entities without prior contracts or that do not possess relevant corporate past performance should submit FACTS Sheets for three (3) of their most recent/relevant contracts demonstrating the present and past performance for each of their key personnel. Include relevant information concerning the offeror’s compliance with FAR 52.219-8, Utilization of Small Business Concerns and FAR 52.219-9, Small Business Subcontracting Plan, if these Clauses are or were contained in any of the three contract efforts identified in Volume III, Past and Present Performance Information, of the offeror’s proposal. If they were not contained in these three contracts, submit this information on two additional contracts, which contained these clauses. Please note that FAR 52.219-8 does apply to ALL offerors. Address whether or not the offeror carried out the policy of the United States in the awarding of subcontracts to small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns to the fullest extent consistent with efficient contract performance.
Pursuant to the requirements of FAR provision 52.219-24, each offeror must provide with its offer, targets, expressed as dollars and percentages of total contract value, for SDB participation in performance of this resultant contract, in any of the North American Industry Classification System (NAICS) Industry Subsectors as determined by the Department of Commerce. NAICS codes and titles are posted at: http://www.census.gov/epcd/naics02/naicod02.htm. The targets may provide for participation by a prime contractor, joint venture partner, teaming arrangement member, or subcontractor; however, the targets for subcontractors must be listed separately.
(2) It is critical that the offeror provide FACTS Sheet responses clearly and concisely and which correlate present and past performance with the requirements of this RFP. The FACTS Sheet submitted by the offeror must clearly describe the relevance of the effort to the work proposed by that entity. The offeror may expand the answering space on the FACTS sheet so that the filled-in FACTS sheet for each relevant contract covers no more than both sides of two 8 ½” x 11” inch pages. The offeror shall provide the most current information for the Points of Contact (POCs) identified on the FACTS Sheets.
(3) Offerors shall include two additional pages (8 ½” x 11” pages with 0.5 margins) in unprotected Microsoft Excel spreadsheet format, that simply list all contracts that the offeror is performing or has performed in the past five (5) years. If the listing(s) of said contracts exceeds two (2) single sided pages per entity, only the most recent contracts ongoing/completed shall be listed.
The purpose of the spreadsheet is to capture the total scope of work (whether the offeror deems the work relevant or not to this instant RFP) that the offeror has ongoing or completed in the past five (5) years. The Government may obtain and use performance information on any or none of these programs. The spreadsheet(s) shall include (as a minimum) current information as follows:

(4) It is not presumed that the offeror’s performance has been perfect. Rather, the proposal should contain evidence of the offeror’s ability to isolate the root causes of problems and should include in their FACTS sheet a description of programs or actions taken to resolve those causes. Problems not addressed by the offeror, but found by the Government during the evaluation of the information in this volume, will be assumed to still exist. Note: In the case of Contractor Performance Assessment Report System (CPARS), if your input has already been provided and the rationale/circumstances have not changed, DO NOT repeat them here. The Government will use data provided by each offeror in this volume and may use data obtained from other sources in the development of the confidence assessment. The Present/Past Performance Questionnaire, provided as an attachment to the RFP, will be one means used by the Government to obtain present/past performance information. The Government reserves the right to change, alter, and/or supplement the questionnaire without further notice to the offeror(s).
(5) The offeror shall send out - and track the completion of - the Present/Past Performance Questionnaires (See RFP Attachment 5) to each of the offerors’ Points of Contact (POCs) identified in each FACTS Sheet. The responsibility to send out and track the completion of the Present/Past Performance Questionnaires rests solely with the offeror - and shall not be delegated to any other entity. The Transmittal Letter (See RFP Attachment 4) shall be used by the offeror in sending out the Present/Past Performance Questionnaires. The offeror shall exert its best efforts to ensure that at least two POCs per relevant contract submit a completed Past/Present Performance Questionnaire directly to the Government not later than the date established in this RFP for the present/past performance proposal submission. Each of the offeror’s POCs shall telefax its completed Present/Past Performance Questionnaire directly to:

Once the Present/Past Performance Questionnaires are completed by your POCs, the information contained therein shall be considered sensitive and shall not be released to you, the offeror. Questionnaires shall be sent to and best efforts made to ensure completion, and submission directly back to the Government from at least two of the following (in descending order of availability):
(a) Procuring Contracting Officer/Contract Negotiator or equivalent
(b) Program/Project Manager, or equivalent
(c) Administrative Contracting Officer/Administrator or equivalent
(d) Other (As specified in your FACTS Sheet)
(6) In the event that commercial contracts are presented as present/past performance sources of information, a client authorization letter shall be issued to those commercial POCs authorizing/instructing them to complete a Present/Past Performance Questionnaire. A sample client authorization letter to this RFP (See RFP Attachment 2). The offeror is required to send the client authorization letter(s) to each POC on commercial contracts. A separate copy of client authorization letter(s) for each commercial contract shall be included in the offeror’s Present/Past Performance submission for the Government’s use should additional questionnaires need to be sent by the Government after RFP closing.
(7) A Present/Past Performance Questionnaire Tracking Record, (See RFP Attachment 3) or equivalent form(s), containing the same information shall be maintained by the offeror documenting all exchanges between and follow-ups made to each of the POCs identified in the FACTS Sheets. All Present/Past Performance Questionnaire Tracking Records shall be submitted with the offeror’s Present/Past Performance Volume. This exchange/contact between the offeror and its POCs shall cease upon submission of the offeror’s proposal to the Government in response to this RFP. The Government may conduct follow-up discussions with any of the people identified in the Tracking Records or in the offerors Present/Past Performance Volume. The Government may obtain other information by sending out additional questionnaires and/or through other sources.
(8) RFP Performance Attachments (1, 3 and 5) must include the following legend at the top and bottom of the page:

PART IV - REPRESENTATIONS AND INSTRUCTIONS
SECTION M
M-900. EVALUATION BASIS FOR AWARD
This acquisition will utilize the Technically Acceptable-Risk/Performance/Price Tradeoff (TA-RPPT) source selection procedure to make an integrated assessment for a best value award decision. A decision on the technical acceptability of each offeror’s proposal will be made. For those offerors who are determined to have technically acceptable proposals, tradeoffs will be made between technical, risk, present/past performance and cost/price, with technical risk and present/past performance being equal in importance and when combined, are considered significantly more important than cost/price though cost/price is an important consideration in the best value award decision. Price alone, however, will not be the determining factor for contract award. While the Government will strive for maximum objectivity, the tradeoff process, by its nature, is subjective; therefore, professional judgment is implicit throughout the selection process. The Government intends to make an award without discussions. Discussions, if necessary, will be conducted in accordance with FAR 15.306. Award will be made to the responsible offeror whose proposal conforms to all required terms and conditions, includes all required representations and certifications, meets all requirements (to include technical requirements) set forth in the RFP and also provides the best value to the Government based on the results of the evaluation as described in the paragraphs below.
(a) The TA-RPPT evaluation process will be accomplished as follows:
(1) Technical Acceptability. Each offeror’s technical proposal will be evaluated to determine if the offeror provides a sound, compliant approach that will meet the requirements of PD08WRGBGBEA04 and effectively demonstrates a thorough knowledge and understanding of those requirements and their associated risks.
Subfactor 1: Control and Safety Design.
The standard for Subfactor 1 is met when the detailed narrative included in the technical proposal provides a sound engineering approach to be used for the design of the Ground Power Unit and demonstrates through accurate supporting explanations, calculations, and conceptual layout drawings that the design approach meets the requirements mandated in sections 3.6 (all), 3.7 (all), and 3.10.4 (all) of PD08WRGBGBEA04. The location of controls not included on the control panel are also sufficiently identified and addressed.
Subfactor 2: Mechanical Design.
The standard for Subfactor 2 is met when the detailed narrative included in the technical proposal provides a sound engineering approach to be used for the design of the Ground Power Unit and demonstrates through accurate supporting explanations, calculations, and conceptual layout drawings that the design approach meets the requirements mandated in section 3.3, 3.4.2 (first paragraph only), 3.5 (all), 3.8.1, 3.8.3, 3.8.8, 3.8.9, 3.9.4, 3.9.5 (all), and 3.9.6 (all) of PD08WRGBGBEA04. The chassis layout sufficiently details the proposed location of main components such as engine, generator, radiator, power supplies, etc. The engine performance curves/engine manufacturer’s data sheet with offeror’s supporting analysis for derating has been included as well as electrical and mechanical parasitic loss, multi-fuel operation, high altitude, and high temperature losses. The offeror’s and engine manufacturer’s detailed plan for managing EPA Tier 4 engine changes includes but is not limited to: Tier 3 engine/parts availability, waiver plan, and Tier 4 engine certification/installation plan if Tier 3 engines become unavailable/unwaiverable; alternator manufacturer’s fact/data sheet and offeror’s supporting analysis including deratings for high altitude, high temperature, and solid state power supply operation. Main component estimated weight and estimated center of gravity calculations are provided as well.
Subfactor 3: AC Power Design.
The standard for Subfactor 3 is met when the detailed narrative included in the technical proposal provides a sound engineering approach to be used for the design of the Ground Power Unit and demonstrates through accurate supporting explanations, calculations, and conceptual layout drawings that the design approach meets the requirements mandated in section 3.4.1 (all) of PD08WRGBGBEA04.
Subfactor 4: DC Power Design.
The standard for Subfactor 4 is met when the detailed narrative provided in the technical proposal provides a sound engineering approach to be used for the design of the Ground Power Unit and demonstrates through accurate supporting explanations, calculations, and conceptual layout drawings that the design approach meets the requirements mandated in sections 3.4.2.1 (all) and 3.4.2.2 (all) of PD08WRGBGBEA04.
(2) Technical Risk. Technical risk assesses the degree to which an offeror’s proposed approach for the requirements of the solicitation may cause disruption of schedule, increased costs, or degraded performance, the need for increased government oversight, and the likelihood of unsuccessful contract performance. The evaluation shall address the offeror’s proposed mitigation (if applicable) and document why that is or is not acceptable. One of the following technical risk ratings will be assigned to the Technical Acceptability factor. Offers may be determined technically acceptable based on meeting the minimum technical requirements, but if the proposed approach poses too great a risk, an offer may be determined to have a high technical risk rating.

(3) Performance. The present and past performance assessment will assess the confidence in the offeror’s ability to successfully accomplish the proposed effort based on the offeror’s demonstrated present and past work record. The Government will evaluate the offeror’s demonstrated record of contract compliance in supplying products and services that meet users’ needs, including cost and schedule. The recency and relevancy of the information, the source of the information, context of the data and general trends in the contractor’s performance will be considered. The Government will perform an independent determination of relevancy of the data provided or obtained. A relevancy determination of the offeror’s present/past performance will be made. The Government is not bound by the offeror’s opinion of relevancy. The Government may consider an offeror’s contracts in the aggregate in determining relevancy, should the offeror’s present and past performance lend itself to this approach. For example, an offeror’s work experience on three contracts may, by definition, represent only a somewhat relevant effort when each contract is considered as a stand-alone effort. However, when these contracts are performed concurrently (in part or in whole) and are assessed in the aggregate, the work may more accurately reflect a very relevant effort. The following relevancy criteria apply and will be assigned to each effort identified in an offeror’s Volume III:
Very Relevant: Present and/or past performance efforts that involved the magnitude of work and complexities that are essentially what this solicitation requires. Examples of very relevant efforts include the design and manufacture of four wheel trailer mounted, self-contained, fully enclosed (weather protected) diesel engine driven generator sets rated to provide 90 KVA of 115/200 VAC at 400 Hz, and at least 400 amps of 28 VDC, and at least 267 amps of 270 VDC.
Relevant: Present and/or past performance efforts that involved less magnitude of work and complexities, including most of what this solicitation requires. Examples of relevant efforts include the design and manufacture of trailer mounted, self-contained, enclosed diesel engine driven generator sets rated to provide 60 to 120 KVA of 115/200 VAC at 400 Hz and either 400 amps (or more) of 28VDC or 270 VDC.
Somewhat Relevant: Present and/or past performance efforts that involved much less magnitude of work and complexities, including some of what this solicitation requires. Examples of such efforts include the manufacture of mobile, enclosed engine-generator sets rated to provide at least 60 KVA of 115/200 VAC at 400 Hz or 120/208 at 60 HZ.
Not Relevant: Present and/or past performance efforts that do not involve any significant aspects of the above definitions.
NOTE: Magnitude of work and complexities not only includes the technical aspects identified above but also the logistical and programmatic considerations such as quantities of items produced, duration of contract length, program dollar value, type of contract, testing requirements, mandated test reports, provisioning requirements, and type of technical product literature provided.
In assessing present and past performance, the Government will employ several approaches, including, but not limited to:
(i) Information utilized may be obtained from the references listed in the proposal, as well as from other sources known to the Government. Though the “Proposal Requirements” provision requires offerors to address the three most relevant contracts, the Performance Confidence Assessment Group (PCAG) evaluation is not limited to review of only those three submitted contracts on the FACTS Sheets. The evaluation will include performance information from other sources such as spreadsheet lists, questionnaires, CPARS, etc. Data from previous source selections may be used if the data is recent and relevant. Evaluation of present and past performance will include consideration of overall customer satisfaction and conclusions of informed judgment.
(ii) Offerors shall be given an opportunity to address adverse past performance information if the offeror has not had a previous opportunity to respond to the information. Recent contracts will be examined to ensure that corrective measures have been implemented. The confidence assessment will consider issues including, but not limited to, the number and severity of the problems, the appropriateness and/or effectiveness of any corrective actions taken (not just planned or promised), and the offeror’s overall work record. Prompt corrective action in isolated instances may not outweigh overall negative trends.
(iii) Past performance information will also be considered regarding any critical subcontractors and key personnel. If an offeror, or the proposed key employees of the offeror, do not have a past performance history deemed relevant to this solicitation, the offeror will receive an unknown confidence rating. The unknown confidence rating will be considered in the overall assessment for a best value decision.
(iv) Pursuant to DFARS 215.305(a)(2), the assessment will consider the extent to which the offerors evaluated past performance demonstrates compliance with FAR 52.219-8, Utilization of Small Business Concerns. The Government will review the offerors’ performance to ascertain if the offeror carried out the policy of the United States in the awarding of subcontracts to small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns to the fullest extent consistent with efficient contract performance. Note that FAR 52.219-8 applies to ALL offerors.
(v) All proposals will be evaluated as to the extent of participation of SDB firms in performance of this resultant contract. Offerors will provide targets, expressed as dollars and percentages of total contract value, for SDB participation in any of the North American Industry Classification System (NAICS) Industry Subsectors as determined by the Department of Commerce. NAICS codes and titles are posted at: http://www.census.gov/epcd/naics02/naicod02.htm. The targets may provide for participation by a prime contractor, joint venture partner, teaming arrangement member, or subcontractor; however, the targets for subcontractors must be listed separately. These targets will be incorporated into and become part of the contract. The successful offeror will be required to provide reports on SDB subcontractor participation in accordance with FAR clause 52.219-25 in Section I of the contract.
(vi) An overall confidence assessment rating will be made to each offeror’s Performance Volume III. The following performance confidence assessment ratings apply:

(4) Cost/Price. The offeror’s Cost/Price proposal will be evaluated for reasonableness, balance, and a total evaluated price. (see paragraphs (i) and (ii) below). A total evaluated price will be calculated in accordance with paragraph (iii) below.
(i) Reasonableness: The existence of adequate price competition is expected to support a determination of reasonableness. A separate determination of reasonableness will be made on the proposed baseline price and quantity for steel to be procured for CLINs 1001, 2001, 3001, 4001 and 5001. Price analysis techniques may be used to further validate price reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined by the application of price analysis to Government obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price.
(ii) Balanced Pricing – Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items (including Basic and Option Years) is significantly overstated or understated as indicated by the application of analysis techniques. The Government will analyze offers to determine whether there are unbalanced separately priced line items or Sub-CLIN items. Prices proposed will be compared and evaluated to assure that a logical progression exists as related to price and quantity changes within each offeror’s response to the pricing structure in the Schedule. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.
(iii) Total Evaluated Price (TEP) – The TEP will be used for evaluation purposes only. For those proposals that do not identify specific ranges and only propose one price for the entire BEQ amount, the Government will consider that range to be 1 to the BEQ amount. The sum of the evaluated prices for each line item or sub-CLIN (including the Basic and Option periods) will represent the total evaluated price. Offerors are reminded that the evaluation of options shall not obligate the Government to exercise the options.

For CLINs that do not have quantity ranges, the evaluated price for each CLIN or Sub-CLIN including the Basic and Option periods will be calculated by multiplying the proposed unit price by the corresponding BEQ or the fixed quantity.

Offerors will be evaluated by adding a factor of 10 percent to the price of all offers. The factor of 10 percent shall be applied on a line item basis or to any group of line items on which award may be made.
