About this opportunity

The Department of Veterans Affairs Veterans Health Administration is conducting a Sources Sought Notice to identify potential vendors for three Analytik-Jena Biometra T Advanced 96 SG Gradient Thermal Cyclers for the CT Healthcare System. The equipment will support the VA National PTSD Brain Bank's neurogenomics laboratory for molecular biology research, specifically polymerase chain reaction (PCR) applications including DNA amplification, genotype identification, and gene expression analysis. Interested vendors must be registered in both SAM.gov and VetCert databases prior to award, with special consideration for verified small businesses under the Veteran's First Contracting Program in accordance with Public Law 109-461 and 38 USC 8127. The procurement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and Product Service Code 6640 (Laboratory Equipment and Supplies). The response deadline is July 15, 2025 at 9:00 AM Eastern Time, and interested parties should contact Contracting Officer Tara Dossiema at Tara.Dossiema@va.gov. The determination to proceed with a competitive procurement based on responses to this notice remains at the sole discretion of the Contracting Officer.

This procurement does not utilize any set-aside designations, as indicated by the "No Set-Aside Used" classification. The existing contract VA241-15-D-0148 with Marshall Scientific, LLC appears to be the current arrangement for acquiring these thermal cyclers, suggesting Marshall Scientific may be the incumbent contractor. The procurement specifically requires three units of the Analytik-Jena Biometra T Advanced 96 SG Gradient Thermal Cyclers with 96-well capacity, silver block with gold coating, high-performance smart lid, and temperature gradient capabilities. Delivery requirements specify shipment to the VA CT Healthcare System within 12 weeks of contract award, with tracking information to be provided to Matthew Girgenti and Brenda Martini. The equipment will be delivered to the VA Medical Center in West Haven, Connecticut, and will be used for laboratory analysis of deidentified samples in an offsite research laboratory with no special security requirements. While no specific budget range is disclosed in the notice, the procurement represents a brand name, limited source acquisition for specialized scientific instrumentation.
