About this opportunity
The Department of Veterans Affairs (VA) Veterans Integrated Service Network 8 is conducting a Sources Sought/Request for Information (RFI) for a Powered Air Purifying Respirator (PAPR) Backpack System specifically manufactured by ILC Dover. The agency seeks to procure 20 complete PAPR systems for the VA Orlando Healthcare System's First Receivers Decontamination Program, with each system comprising multiple components including CBRN hoods, air flow meters, chemical cartridges, rechargeable battery packs, and battery chargers. The RFI targets businesses within NAICS code 339113 with a size standard of 800 employees, and is designed to gather market intelligence about potential qualified sources. Responses to this RFI will help the VA make appropriate acquisition decisions, with the potential for a future solicitation announcement. The response deadline is set for March 21, 2025, and all submissions are purely for information and planning purposes, not constituting a binding contract offer.
The solicitation does not include any specific set-aside designations and is open to businesses within the specified NAICS category. The PAPR system has precise technical specifications, including a rugged, sealed nylon protective shell, a floating polycarbonate internal blower assembly, a weight of 1.0 lb (without battery), and a nominal flow rate of 195 liters per minute. While no specific award value is mentioned, the procurement involves 20 complete systems with multiple associated components. The technical requirements suggest a specialized medical equipment procurement focused on supporting decontamination and emergency response capabilities. Potential respondents should note that all expenses associated with responding to the RFI are the sole responsibility of the participants, and the government explicitly states that the responses cannot be used to form a binding contract.
