About this opportunity

The Department of Veterans Affairs Veterans Health Administration Network 17 is procuring Locametz (gallium Ga 68 gozetotide) kits through solicitation number 36C25726Q0043 for radiopharmaceutical injection used in PET imaging of prostate-specific membrane antigen (PSMA) positive lesions in men with prostate cancer. The procurement requires contractors to hold current Nuclear Regulatory Commission licenses, meet extensive regulatory requirements, and deliver unit doses directly to the VA North Texas Health Care System Nuclear Medicine Service PET Imaging Facility. The evaluation will be conducted using a lowest-priced technically acceptable methodology, with technical capabilities and past performance factors considered significantly more important than price when combined. Offerors must submit technical capabilities documentation including relevant licenses, certifications, and partnering agreements via email to Vance Farrell by October 20, 2025, at 3:00 PM CST. The contractor must also maintain contingency supply chain capabilities, perform quality control tests, and provide online ordering capabilities while ensuring deliveries occur at least 10 minutes prior to calibration time during normal business hours.

This procurement is designated as a Total Small Business set-aside under NAICS code 325412 (Pharmaceutical Preparation Manufacturing) with a small business size standard of 1,300 personnel, issued as unrestricted full and open competition. The contract calls for an estimated quantity of 50 units annually through a standing order arrangement to be ordered on an as-needed basis over the anticipated delivery period from October 25, 2025, through October 24, 2026. Performance will occur at the VA North Texas Health Care System located at 4500 S. Lancaster Road, Dallas, Texas 75216-7167, with deliveries restricted to Monday through Friday from 7:00 AM to 4:30 PM. The contractor must be registered in the System for Award Management (SAM) and comply with various Federal Acquisition Regulation provisions while maintaining the ability to accept returns under specific conditions and provide monthly invoicing. No incumbent contractor or specific budget range is identified in the solicitation materials, though the procurement emphasizes patient safety, regulatory compliance, and uninterrupted clinical care as primary objectives.
