About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration is conducting market research to identify domestic pharmaceutical manufacturers capable of supplying 49 different pharmaceutical products for the Consolidated Mail Outpatient Pharmacy (CMOP) program. The pharmaceuticals range from glucose test strips and hypertension medications to treatments for HIV, osteoporosis, and various other medical conditions. Potential contractors must manufacture these products domestically for an estimated seven VA facilities, providing all necessary labor, materials, quality assurance, and delivery while complying with federal, state, and local regulations. Interested manufacturers are required to submit a comprehensive capability statement by February 5, 2025, at 16:30 CDT to Josie Linaweaver, detailing company information, socioeconomic categories, manufacturing capabilities, distributor networks, and pricing details. The solicitation uses NAICS codes 325412 and 325413, with a business size standard of 1,250 employees, and requires potential contractors to be registered in the System for Award Management (SAM) database.

This pre-solicitation notice is not a formal solicitation and does not guarantee a contract award, but serves as a market research tool to assess industry capabilities. There are no specific set-aside designations for this opportunity, meaning both small and large businesses can participate. The document does not specify a precise award value or budget range, but the breadth of pharmaceutical products suggests a potentially significant contract. Manufacturers must provide information on their ability to consistently supply medications, including average prescription costs, stock availability history, and any existing GSA/FSS/NAC schedule contract numbers. The VA is particularly interested in understanding the domestic manufacturing capacity for these specific pharmaceuticals, with a focus on reliability, quality, and regulatory compliance. Potential contractors are advised that this request for information is solely for planning purposes and that responding does not constitute an offer or guarantee of future contract opportunities.
