About this opportunity
The Department of the Navy Naval Supply Systems Command seeks one custom-built, marine-grade 3-phase step-down transformer, 27 kVA or higher, for use aboard civilian research vessels, with quotation due September 8 and questions due September 6, 2026. This procurement is set aside for Women-Owned Small Businesses (WOSB) at 100 percent, foreclosing competition outside that pool.
Place of performance is Monterey, California. The transformer must convert 480 VAC 3-phase 50-ampere input (with accommodation for 440 and 460 VAC) to three simultaneous outputs: two 115 VAC 3-phase 30-ampere circuits and one 115 VAC single-phase 30-ampere circuit. Mandatory compliance with MIL-T-15108C is required. The unit must feature EMI shielding, copper windings at approximately 3% impedance, NEMA 4 marine-grade enclosure rated for 50 degrees Celsius ambient temperature with 115-degree Celsius temperature rise and 200-degree Celsius insulation rating, removable locking casters, lifting eyes, and reinforcement for crane or forklift handling. Grounding must be open-delta with bonded primary and secondary, including direct hull bonding via a 4th pin on the input connector and 2-foot backup braid. The unit must mount to UNOLS deck pattern specifications (2-foot by 2-foot center spacing for 1-inch 8-bolt holes). Wiring must use 6 AWG SIL-A-BLEND 200C/1000V for input and 8 AWG SIL-A-BLEND 200C/1000V for output, with MS17344 and MS17346 connector compatibility. Delivery is required by May 31, 2027. The NAICS code is 335311, Power, Distribution, and Specialty Transformer Manufacturing. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Quoters must provide comprehensive technical documentation demonstrating compliance with all mandatory requirements.
