About this file
This is a Request for Quote (RFQ) for a custom-built marine-grade 3-phase step-down transformer for the Naval Postgraduate School.
The Government seeks one isolation transformer with a minimum capacity of 27 kilovolt-amperes (kVA) rated for stepping down 480 volts AC three-phase Delta input to 115 volts AC three-phase Delta output at 30 amperes. The transformer must comply with military specification MIL-T-15108C, feature EMI shielding and embalmed copper winding, and include an approximately 3% impedance rating. Electrical specifications require input capability from 480 VAC (with reasonable adjustment for 440 or 460 VAC supply variations) with a primary 50-ampere fuse, and three separate 115 VAC 30-ampere outputs—two configured for 3-phase Delta and one for single-phase Delta. The unit must include three MS bulkhead connectors connected to a distribution panel, each fused at 30 amperes. Grounding must be open-delta with bonded primary and secondary, featuring a direct ground connection to the ship hull via a 4th pin on the input connector and a 2-foot backup braid for safety. The transformer must be rated for 50 degrees Celsius ambient temperature with a 115-degree Celsius temperature rise and 200-degree Celsius insulation rating. Mechanically, the unit requires NEMA 4 marine-grade enclosure, removable locking casters, lifting eyes, and reinforced underside for crane or forklift handling. The transformer must be mountable to UNOLS deck pattern specifications (2-foot by 2-foot center spacing for 1-inch 8-bolt holes). Delivery is required by May 31, 2027. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to a responsible quoter whose offer meets all mandatory technical requirements and delivers at the lowest total price. This solicitation is set aside for Women-Owned Small Businesses (WOSB) at 100 percent with a North American Industry Classification System (NAICS) code of 335311 and size standard of 800 employees. Quoters must submit complete responses including a completed Standard Form 1449, firm-fixed-price quotation, technical documentation demonstrating compliance with Section C and Attachment 1 specifications, and confirmation of delivery within 8 months of award. Questions must be submitted by September 6, 2026, at 3:00 PM Pacific Daylight Time, with the offer due date of September 8, 2026, at 3:00 PM Pacific Daylight Time.

Section C - Description/Specifications/Statement of Work
1.0 Background/Introduction: Naval acoustics research at the Naval Postgraduate School (NPS) has a Naval Navy ships Conex box that requires a transformer to be used for physics research onboard civilian research vessels.
offer 115 VAC (volts AC) 3 PH (phase) DELTA, but this is generally not available on civilian research ships (UNOLS- University-National Oceanographic Laboratory System). All vessels supply 480 (or 440) VAC 3PH DELTA. We require a transformer to be placed between one 480 VAC ship supply and three 115 VAC Conex input lines.

Description
1 1 Transformer: 3-Phase Step-Down XFMR- 27 kVA (3x115V 3 PH. Sec) (see below for specifications)
Electrical Specifications:
- Step down isolation transformer, EMI shielded, embalmed copper-wound transformer.
- Input: 480 VAC 3P 50A DELTA. Output: 115 VAC 3PH 30A, DELTA. 27 KVA.
- Reasonable input VAC adjustment in case of a different supply (e.g., 440,460, etc. VAC).
- Meet MIL-T-15108C specifications (military specification for dry-type, single-phase, 60-hertz step-down power transformers).
- ~3% Impedance.
- Optional: Operate not in direct sunlight but only in the shade (including label).
- Conex box has 3 inputs, two labeled 115 VAC 3PH 30A DELTA and one labeled 115 VAC 1PH 30A DELTA.
- Transformer Outputs: 3 MS bulkhead connectors connected to a distribution panel Fused at 30A each as our two Conex inputs are 3PH 30A DELTA, one input is 1PH 30A DELTA (defined as 2 hot and 1 ground). All 8 AWG.
- Input: 480 VAC 3P 50A OPEN-DELTA (MS17344, 8AWG, 1,000V) o Use 6 AWG SIL-A-BLEND 200C/1000V or better to match CONEX wiring. 3 phase colors are black, white, red, respectively.
o Input cable uses Receptacle without Coupling Ring CL90557 C 32 4 12 S o Transformer uses 'Wall mount Plug' (as appropriate) with Coupling Ring MS90558 C 32 4 12 P o Primary fuse, such as slow-blow or anti-surge fuse, for 50A
- Output: Three 115 VAC 30A, OPEN-DELTA o Use 8 AWG SIL-A-BLEND 200C/1000V or better to match CONEX wiring. 3 phase colors are black, white, red, respectively.
o Each output is fused for 30A (same as inside Conex Box).
o Two outputs at 3PH 30A DELTA.
o One output at 1PH 30A DELTA (defined as 2 hot and 1 ground).
o Bulkhead connector: MS17346 R 28 C 3 P X. For 2 outputs, use standard rotations (remove X), for 1PH output, replace X with appropriate letter.
- Grounding: the Primary and secondary transformer are OPEN-DELTA grounded.
o The 4th pin of the input cable / connector provides a direct ground connection to the hull. This pin should be bonded to the transformer grounding bus and chassis, as all ship equipment must be on the same potential.
o The 3rd pin of the 1PH output is bonded to the transformer grounding bus and thus provides a ground to the Conex Box.
o For safety, an additional 2-ft braid connecting the transformer chassis to the ship ground will be supplied as backup to the 4th pin connection.
o Ground conductor color is green.
: The transformer is rated as: 50C ambient temperature, 115C temperature rise, 200C Thermal Specifications insulation rating.
Mechanical Specifications:
- Marine grade, NEMA 4 enclosure (as the unit will be mounted on a ship deck and is exposed to elements).
- Casters, lifting eyes and reinforced underside for transporting and securing via crane or forklift.
- Removable locking casters for moving the item across deck or to the ship's inside through double (bulkhead) doors.
- Require to move/secure/mount the transformer on a ship to the deck. UNOLS deck pattern is a square pattern, 2'x2' center to center, for 1"-8 bolts.
The contractor shall provide the required transformer in accordance with this Section C and Attachment 1, Salient Characteristics.
