About this opportunity

The Naval Supply Systems Command (NAVSUP) is soliciting quotations for the repair of two rotary wing blades (NSN: 7R 1615-011589679, Part Number: 70150-29100-041) designated as Critical Safety Items (CSI) for Foreign Military Sales (FMS) case DE-P-RAJ. The requirement encompasses evaluation, repair, and restoration of the blades to operating condition in accordance with original manufacturer specifications and drawings, including all necessary labor, materials, and parts. This is a sole source procurement, with the Government intending to award to an already-established Blanket Ordering Agreement (BOA) contractor, as the Government lacks sufficient, accurate, or legible data to contract with alternative sources. Prospective contractors who are not pre-approved sources must submit source approval documentation from NAVSUP WSS prior to award, with all required information detailed in the NAVSUP WSS Source Approval Brochure available on the NAVSUP website; quotations lacking this documentation will not be considered for award. The quotation deadline is February 18, 2026, with a delivery period spanning from May 4, 2026, to May 4, 2028, and inquiries should be directed to Dana Scott at dana.l.scott14.civ@us.navy.mil or 771-229-0557.

No set-asides have been designated for this procurement. The requirement is for a quantity of two rotor blades to be repaired under a Firm Fixed Price contract with delivery FOB Origin to Blue Water Shipping, Inc. in Edison, New Jersey. The solicitation incorporates extensive compliance requirements including configuration management, engineering controls, quality assurance oversight by a Government Quality Assurance Representative, hazardous material identification, and packaging and marking standards per MIL-STD-2073-1E and MIL-STD-129. Repaired items must be shipped in reusable NSN containers (8145-01-142-8789) with preservation using P-6 preservative and MIL-PRF-121 wrapping material, and marked with purchase order number and repair date per MIL-STD-130. Performance of work will occur at the contractor's facility (FOB Origin), and the items are subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement restrictions.
