About this file
Summary
This is a technical specifications document prepared by RVE for the Township of Winslow in Camden County, New Jersey for the Well 7 High Service Pump Upgrades project. The project involves the complete replacement and upgrade of the existing Well No. 7 High Service Booster Pump and associated motor rehabilitation located at 344A Berlin Cross Keys Road, Winslow, New Jersey. The scope of work includes removal of the existing motor, pump, and column assembly; installation of a new high service pump with epoxy-coated column pipe, pump bowl, and check valves; replacement of the vertically mounted electric motor; replacement of the discharge head to match existing conditions; completion of a one-hour performance test; provision of all equipment necessary for removal and reinstallation (including hoists, scaffolding, and cranes); disinfection and testing of all new elements with coliform bacteria analysis performed by the contractor's certified laboratory; acquisition of all required building permits; and modifications to the electrical distribution system including a new transfer switch for the booster pumps and SCADA integration wiring. The treatment plant must remain operational during construction with no more than one high service pump offline at any time. All work must be performed by a New Jersey Licensed Well Pump Installer in accordance with NJDEP requirements, with all materials in direct contact with potable water bearing NSF-61 certification.
The specifications document establishes comprehensive administrative and procedural requirements governing contract execution, including detailed provisions for mobilization payment (payable in full after 10 percent of total project cost completion), lump-sum bid items, allowances for unforeseen conditions, substitution procedures, payment applications using AIA Documents G702 and G703, construction schedule requirements, submittal procedures with specific timelines (fifteen days for initial review and resubmittals), and closeout procedures. Contractors must provide all temporary potable water and power, assume full responsibility for site safety and material protection, obtain and pay for all required storage areas, and coordinate with the existing treatment plant operations. Key submittal requirements include pump curves, motor specifications, column and bowl assemblies, televising videos, test yield results, proposed site layout and operation plans, and chemicals for redevelopment. The document requires substantial completion procedures with punch list management, final cleaning, system startup and testing under manufacturer inspection, and final completion certifications prior to payment processing.
