COMBINED SYNOPSIS/SOLICITATION ‘COMBO’

Wake Island Demolition Building 1406

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation FA5215-22-Q-9002 is issued as a Request for Quote (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06, effective 1 May 2022. The DFARS provisions and clauses are those in effect to DPN 20220318, effective 18 March 2022. The AFFARS provisions and clauses are those in effect to AFAC 2021-0726, effective 26 July 2021.

(iv) This requirement contains a Total Small Business set-aside. The North American Industrial Classification System (NAICS) code associated with this procurement is 236220 with a small business size standard of $39.5M.

(v) The Pricing Schedule is incorporated as Attachment 1. Vendors shall complete Attachment 1 in its entirety and return with any other documentation/data as required by this Combo.

(vi) The government intends to award a firm-fixed price contract for the following: Wake Island Demolition of Building 1406. See attached Performance Work Statement (PWS).

(vii) Period of Performance is 12 months after Notice to Proceed. FOB destination is Wake

Island.

(viii) FAR 52.212-1 Instructions to Offerors -- Commercial Products and Commercial Services (Nov 2021) is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addendum:

1. To assure timely and equitable evaluation of the quotes, the Offerors must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. If awarded the contract, the contractor is required to submit a signed copy of the contract confirming receipt of the contractual document within two

(2) business days.

2. Please provide the following documentation in your quote:

a. Please provide your price quote on the attached pricing schedule. Bid shall not exceed two decimal places. Please note that missing this attachment in your proposal submission will result in your proposal being determined unacceptable.

b. The quote in its entirety shall not exceed twenty (20) pages.

c. Current SAM registration with a Small Business certification under this solicitation’s NAICS code size standard

d. Completed representation IAW the following clauses and additional disclosures, if applicable:

i. FAR 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Service or Equipment (Nov 2021)

ii. FAR 52.204-26 Covered Telecommunications Equipment or Services- Representation (Oct 2020)

iii. FAR 252.204-7017 Prohibition of the Acquisition of Covered Defense Telecommunications Equipment or Services-Representation (May 2021)

NOTE: The aforementioned documentation are required for a quote to be considered acceptable for contract award.

3. Questions shall be submitted to MSgt Jaimee Marti at jaimee.marti@us.af.mil. All questions are due on or before 2:00 PM (AKST) on 20 May 2022. Answers will be posted to SAM.gov not later than 27 May 2022.

4. Offers shall be emailed to Contract Specialist MSgt Jaimee Marti at jaimee.marti@us.af.mil and Contracting Officer Diane Harper at diane.harper@us.af.mil. Please DO NOT post offers to SAM.gov.

Offers are due on or before 2:00 PM (AKST) on 3 June 2022. Offers shall be valid for a period no less than 90 days. Please request a read receipt on all submitted quotes.

FAR 52.232-18 Availability of Funds Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

(ix) FAR 52.212-2 Evaluation -- Commercial Products and Commercial Services (Nov 2021). This provision has been tailored to this procurement and is provided in full-text below:

(a) The Government will award a contract resulting from this solicitation to whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

(i) Technical

(ii) Price

Award will be made on the basis of the Lowest Evaluated Price of Technically Acceptable quotes IAW FAR 13.106-2.

Factor 1 – Technical Factor:

1. Contractor’s proposal shall demonstrate an understanding of the Government’s requirements by including the following:

The contractor shall submit their technical approach for the completion of this effort and statement acknowledging they have the technical capabilities to perform the requirements as stated in the Performance Work Statement.

The Technical Proposal should be specific and complete. Legibility, clarity, and coherence are very important. Provide as specifically as possible the actual methodology you would use for accomplishing/satisfying the effort as outlined in the attached Performance Work Statement. Address your technical solution for meeting or exceeding the government’s minimum performance or capability requirements. All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation.

It is not necessary or desirable for you to tell us so in your proposal. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.

Contractors will be evaluated as acceptable or unacceptable according to the following definitions:

Acceptable: the proposal clearly meets the minimum requirements of the solicitation.

Unacceptable: the proposal does not meet the minimum requirements of the solicitation.

To receive a Technically Acceptable rating for Factor 1, ALL required documentation must be evaluated as technically acceptable.

Factor 2 – Price:

ONLY bids that are evaluated as Technically Acceptable will be evaluated for Price. The price evaluated for this factor will be the sum of the five tasks identified in the Pricing Schedule (Attachment 1). Price will be evaluated for reasonableness in accordance with

FAR 13.106-2.

Award will be made on the basis of the Lowest Evaluated Price of Technically Acceptable quotes in accordance with FAR 13.106-2 to the Contractor who is determined to be responsible in accordance with FAR 9.103.

(b) Options. Not applicable to this solicitation

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(x) Offeror shall include a completed copy of the provision at FAR 52.212-3 including its Alternate I, Offeror Representations and Certifications—Commercial Products and Commercial Services (Nov 2021). Failure to obtain SAM registration will result in submissions not being considered for award.

(xi) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial products and Commercial Services (Nov 2021), is hereby incorporated by reference, with the same force and effect as if it were given in full text.

(xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders – Commercial Products and Commercial Services (Jan 2022), is hereby incorporated by reference, with the same force and effect as if it were given in full text.

(xiii) Please see Attachment 3 for other applicable provisions and clauses that apply to this acquisition.

(xiv) This acquisition does not require a Defense Priorities and Allocations System (DPAS) rating.
