BUILDING 400 – HAZARDOUS MATERIAL STORAGE

Building Description: Building 400 is a 8,200 square-foot facility that was constructed circa 1965 as a dining facility and at one point used as a hazardous materials storage facility. In the 2010 Environmental Assessment (EA) stated that this building had an oil-water separator. The building is heavily damaged with severe cracked and spalling concrete and buckling of walls. The roof is constructed of corrugated asbestos material, which is loose or completely detached in many locations. The building is surrounded by and overgrown with vegetation particularly Ironwood trees. The building is located approximately 300 feet from the beach.

Cultural/Historical Listing: Buildings 400 was determined as not eligible for inclusion on the National Register of Historic Places based on the attached letter from the Keeper of the National Register of Historic Places from 2010. It was documented in “Cultural Resources Inventory and Determination of Eligibility of Post World War II Cultural Resources at Wake Atoll, January 2008”.

Hazardous Material: Asbestos has been identified in the building to include the roof, floor tile and tank insulation. Lead-base paint has also been identified on exterior walls, door frame and joist.

BUILDING 1406 – Vehicle Maintenance Shop

Building Description: Building 1406 is a 4,000 square-foot vehicle maintenance shop that was constructed circa 1960. The building is constructed of steel beams and columns with metal siding and roofing. It has sustained heavy damage by periodic storms and large portions of the roof and siding are missing. Some steel columns are badly corroded, rusted, and bent. The building is located in an industrial area and surrounded by extensive disturbed area.

Cultural/Historical Listing: Buildings 1406 was determined as not eligible for inclusion on the National Register of Historic Places based on the attached letter from the Keeper of the National Register of Historic Places from 2010. It was documented in “Cultural Resources Inventory and Determination of Eligibility of Post World War II Cultural Resources at Wake Atoll, January 2008”

Hazardous Material: Asbestos Containing Material (ACM) identified metal roofing & siding, and skimcoat. Lead-based paint has been identified on structural steel, door jams floor stripping, vent pipe and cove base (wood) within Building 1406 and will require appropriate abatement.

BUILDING 1504 – FIRE STATION

Building Description: Building 1504 is an old fire station. The 6,939 square foot structure was built in 1953 and is located adjacent to the airfield in a previously disturbed area. The building has significant structural damage and the concrete is cracked and spalling in many places. Some doors and windows have been removed and large portions of the roof are missing. The interior of the building is severely dilapidated with chipped/peeling paint and collapsed ceilings.

Cultural/Historical Listing: Buildings 1504 was determined as not eligible for inclusion on the National Register of Historic Places based on the attached letter from the Keeper of the National Register of Historic Places from 2010. It was documented in “Cultural Resources Inventory and Determination of Eligibility of Post World War II Cultural Resources at Wake Atoll, January 2008”.

Hazardous Material : Asbestos Containing Material (ACM) and lead-based paint has been identified within Building 1406 and will require appropriate abatement.

The three buildings were heavily damaged during Hurricane Ioke in 2006 and were inventoried and evaluated in the report Cultural Resources Inventory and Determination of Eligibility of Post World War II Cultural Resources at Wake Atoll, January 2008. They were determined not eligible for inclusion on the National Register of Historic Places in the attached letter from the Keeper of the National Register of Historic Places from 2010. In addition, this demolition will not adversely affect contributing elements of the Wake Island Atoll National Historic Landmark nor on other buildings deemed eligible for the National Register of Historic Places for their contributions to Cold War-era and mid-20th century aviation history. AF IMT 813 SEP 99 CONTINUATION SHEET 1: PURPOSE AND NEED OF ACTION

Three buildings proposed for demolition are severely damaged from periodic storms and Typhoon Ioke (2006), are no longer in use, are unsafe to enter, or serve no functional purpose. The buildings are known or suspected to contain hazardous substances, such as asbestos-containing materials (ACM) and lead-based paint (LBP). The Proposed Action would eliminate potential health and safety hazards related to these buildings and reduce base maintenance costs by removing unnecessary buildings. The following is a descriptions of the buildings proposed for demolition

Building 1406 is a 4,000 square-foot vehicle maintenance shop that was constructed circa 1960. The building is constructed of steel beams and columns with metal siding and roofing. It has sustained heavy damage by periodic storms and large portions of the roof and siding are missing. Some steel columns are badly corroded, rusted, and bent. The building is located in an industrial area and surrounded by extensive paved areas. (See Attachment 1; Photo 1 and 2)

Building 1504 is an old fire station. The 6,939 square foot structure was built in 1953 and is located adjacent to the airfield in a previously disturbed area. The building has significant structural damage and the concrete is cracked and spalling in many places. Some doors and windows have been removed and large portions of the roof are missing. The interior of the building is severely dilapidated with chipped/peeling paint and collapsed ceilings. (See Attachment 1; Photo 3 and 4).

Building 400 is a 8,200 square-foot facility that was constructed circa 1965 and at one point used as a hazardous materials storage facility. The building is heavily damaged with severe cracked and spalling concrete and buckling of some walls. The roof is constructed of corrugated asbestos material, which is loose or completely detached in many locations. The building is surrounded by and overgrown with vegetation particularly Ironwood trees. The building is located approximately 300 feet from the beach (See Attachment 1; Photo 5 and 6).

DESCRIPTION OF PROPOSED ACTION AND ALTERNATIVES

Buildings designated for demolition would require initial preparation. Preparations include clearing the area of protected birds, removing vegetation that is growing within or adjacent to the building and implementing measures to reduce soil erosion and dust emissions. Each building will require Asbestos containing material (ACM) and lead-base paint (LBP) removed and properly staged, stored, or disposed of prior to conducting demolition activities. Debris having lead-base paint may be segregated from other demo debris and shipped off island either as hazardous waste (HW) or as a solid waste depending on laboratory results (see Hazardous Material/Waste section below). A detailed work plan outlining actions to be undertakened at each building would be developed by the demolition contractor.

Demolition of the 3 buildings would be conducted using standard wrecking practices, which involve the use of bulldozers, hydraulic excavators with attachments (i.e., grapples, shears, hammers, and concrete crushers), and manual techniques. The primary debris materials would include the following:

- Concrete, consisting of poured-in-place walls and slabs, prefabricated materials, concrete blocks, and other masonry-type aggregate

- Metal, consisting mainly of steel and aluminum siding and roofing

- Wood, including pressure-treated wood

- Friable and non-friable asbestos (segregated)g

ENVIRONMENTAL ANALYSIS.

SAFETY AND OCCUPATIONAL HEALTH: Asbestos Containing Material (ACM) has been identified in all three buildings. Asbestos have been found in roofing material, floor tile and insulation around tanks. Appropriate abatement is required before demolition of buildings.

HAZARDOUS MATERIALS (HM)/WASTE (HW Implementation of the Proposed Action would not result in significant impacts involving hazardous substances and waste. Demolition and construction activities would involve short-term use of heavy construction equipment. Hazardous substances associated with such equipment include fuels, POL, and hydraulic fluid. Equipment spills or leaks would be managed per Spill Prevention Control and Countermeasure Plans (SPCCP) and other applicable hazardous materials and waste guidance in order to minimize potential impacts to human health and the environment.

Demolition debris containing ACM and lead-base paint (LBP) would be shipped off WIA to a permitted landfill. A hazardous waste determination using the Toxicity Characteristic Leaching Procedure (TCLP) must be conducted for LBP waste. Non-hazardous LBP waste (less than 5 parts per million [ppm]) may be disposed of at permitted landfills. Hazardous LBP waste (greater than or equal to 5 parts per million [ppm]) must be disposed of at a hazardous waste landfill. Properly abated and managed ACM and LBP is not expected have any significant impacts to the environment.

AF IMT 813 SEP 99 CONTINUATION SHEET 2: BIOLOGICAL RESOURES:

a. There are no ESA species on WIA and the only other protected species are birds protected under the Migratory Bird Treaty Act (MBTA). Demolition activities, including noise from heavy equipment and vehicles, would displace wildlife from the immediate vicinity of demolition sites. Prior to demolition activities the site will be inspected for bird activities. To prevent impacting nesting birds demolition actives will be done before or after nesting season thereby preventing impacts to nesting birds, eggs, or chicks.

b. Because no actions will occur within a marine habitats, corals, fish, turtles, and other marine species would not be impacted.

c. Although demolition activities are located on previously disturbed areas, some vegetation will be removed. Given the small scale of the demolition sites and that reestablishment of vegetation would occur within a short time period the impacts to vegetation is not significant.

d. Due to the lack of surface water, there are no 100-year floodplains on Wake Atoll; however, Wake Atoll is surrounded by the Pacific Ocean and is periodically subjected to storm surges. There are no wetlands around these buildings.

CULTURAL RESOURES: Buildings 400, 1406 and 1506 were determined as not eligible for inclusion on the National Register of Historic Places based on the attached letter from the Keeper of the National Register of Historic Places from 2010. They were documented in “Cultural Resources Inventory and Determination of Eligibility of Post-World War II Cultural Resources at Wake Atoll, January 2008”. (See Attachment 2).

GEOLOGY AND SOIL: Building 400 is partially located on a Land Use Control Site, ERP Site ST032e, (Runway Staging Area UST). Any action/excavation occurring on this site will require coordination with Air Force Civil Engineer Center (AFCEC), Steven Palmer, email: steven.palmer@us.af.mil or telephone: (907) 552-4496.

ENVIRONMENTAL ANALYSIS DETERMINATION

Environmental Assessments addressing demolition and construction of facilities on WIA have resulted in Finding of No Significant Impact (FONSI). Three EAs address construction and/or demolition of facilities on Wake Atoll. A 2015, EA (Reference 2) describes MDA proposed construction activities and concluded these proposed actions would not cause any significant impacts. A 2010 EA and FONSI (Reference 3) concluded the proposed demolition and construction of facilities island wide did not have any significant impacts. Finally, a 1994 EA (Reference 4) concluded that the demolition and construction projects did not have any significant impacts to the environment. Over a span of 21 years, 1994 to 2015, EA's and FONSI's have concluded that construction and demolition actions have not caused any significant changes to the environment. Accordingly, there is no reason to believe that further analysis would be productive or uncover any additional information that is not already contained in referenced EA's.

CONCLUSION:

Environmental Assessments addressing the demolition and construction of facilities on Wake Atoll (REFERENCE 2 and 3) provides examples of construction projects with a FONSI and is consistent with CATEX A2.3.11. Accordingly, there is no reason to believe that further analysis would be productive or uncover any additional information that is not already contained in referenced EA. (See Environmental Analysis Determination on Page 3 of 3)
