2021 Wake Island HTRW Survey

Facility: 1406 Condition: Significantly Damaged Vehicle Maintenance Shop Utilization: In use (storage) Size: 4000 Square Feet Year Built: 1959

Construction: Exterior is steel frame/corrugated metal and transite siding. The roof is pitched corrugated metal. The roof has major damage to sheeting and purlins and major leaks exist.

Building was severely damaged by Typhoon Loke and only very minimal repairs have been done since. Half of the siding is missing. Corrugated metal roof panels are missing. Steel columns are badly corroded, bent, and twisted. Some are completed rusted off at the base. Most of the roof and wall purlins are damaged, broken, or badly corroded. All electrical and lighting systems, air piping systems, overhead hoists, and other shop equipment are corroded or badly damaged. Office space is badly water damaged. A map of the building location can be seen in Appendix 1.

The paint/primer on metal siding is ACM.

Asbestos samples were not collected in 2021. Results from 2010 are provided in Appendix 4.

Lead and PCB Paint Found in Building 1406

LBP or coatings were identified in the following:

The following table shows paint samples collected in 2021 and analyzed for lead, toxicity characteristic leaching procedure (TCLP) lead, and polychlorinated biphenyls (PCBs). Complete 2021 results are provided in Appendix 3.

One TCLP sample was collected from the representative waste stream and was less than Resource Conservation and Recovery Act (RCRA) landfill limits. Toxicity characteristic for lead is defined in 40 CFR 261.24.

Overall, PCBs in paint do not appear to be an environmental concern. Paint on metal does not constitute a leachability hazard and therefore all metal materials with PCB amended paint can be readily landfilled in an EPA permitted landfill per 40CFR 761.62(b). The highest concentration of total PCBs from the 2021 sampling event was 1.038 mg/kg (2021 Sample ID W1406-001LP).

XRF results from 2010 are provided in Attachment 4.

Technical Information

Preparation/Analytical Method Verification Method SW-846 3050B is not a total digestion technique for most samples. It is a very strong acid digestion that will dissolve almost all elements that could become environmentally available. By design, elements bound in silicate structures are not normally dissolved by this procedure as they are not usually mobile in the environment.

Sample Dilutions Dilutions may be required for many reasons, including to minimize matrix interferences or to bring over range target analyte concentrations into the linear calibration range.
