About this file

WebTMA Standardization Single Source Documentation

This is a standardization and justification document supporting a single-source procurement for WebTMA Software, Services, and Support by a Florida city government entity for facilities management operations. The procurement seeks to implement a unified facilities management software platform to enhance coordination and efficiency across multiple city departments. The document establishes the technical and operational requirements for WebTMA implementation, including system standardization parameters, service delivery specifications, and support requirements. No specific response deadlines, bid submission dates, site visits, or bidder conferences are detailed in this standardization document, as it serves as a supporting justification for the single-source award rather than as a formal solicitation notice.

The single-source justification emphasizes the necessity of standardizing on WebTMA to ensure interoperability and operational continuity across city departments currently working in conjunction with one another. The documentation supports the rationale for bypassing competitive bidding, likely based on technical compatibility, existing system integration, or demonstrated superior capability for the city's specific facilities management needs. Pricing terms, contract period, renewal options, and funding sources are not specified in this standardization document, which functions as a technical and administrative justification rather than a complete procurement package containing financial terms or award information.

Sole Source Justification Letter City of Tampa – Technology and Innovation

Date: May 27, 2026

To Whom It May Concern, This letter serves as a sole source justification for TMA Systems as the provider of facilities management software, related subscription services, and implementation support for the City of Tampa.

TMA Systems is the original developer and sole provider of its platform, including all modules, hosting, and integrations. Due to the proprietary nature of the system architecture, database structure, and integration framework, no third-party vendor is authorized or capable of delivering, supporting, or maintaining this solution.

The initial subscription period includes the following TMA solutions:

- WebTMA (core platform)

- Capital Planning

- mobileTMA GO

- WebTMA Analytics and Executive Dashboard

- WebTMA Plus (Time, Project Materials and Contract Management Service Requests)

- General Inspections and mobile inspection solutions

- Additional supporting modules for locations, web/mobile access, and system functionality

Because these solutions are proprietary to TMA Systems and require direct access to internal configurations and supported integration methods, no alternative vendor can provide an equivalent product or service. Utilizing another provider would introduce significant risk, including system incompatibility, data integrity issues, and lack of support.

Based on these factors, TMA Systems is the only qualified source for this procurement.

If additional information is required, please contact me directly.

Sincerely, Stephen Williams

Sr. Account Manager
