SOLICITATION INFORMATION

A. Introduction On behalf of the State of Colorado, Colorado Charter School Institute is issuing this Documented Quote for website redesign, migration, and maintenance services.

B. Background, Overview and Goals The Colorado Charter School Institute (CSI) is a statewide charter school authorizer and state agency. Currently, CSI oversees 47 charter public schools, serving over 20,000 students.

CSI operates two separate websites:

· a primary public-facing website (www.csi.state.co.us) and

· a secondary resource-focused website (resources.csi.state.co.us) that provides tools, guidance, and materials for staff at CSI-authorized schools and select district-authorized schools participating in grant and nutrition services. Note: CSI schools procure and maintain their own websites; the CSI website does not maintain pages for each CSI school.

The sites currently use features such as built-in forms, a map plug-in to view CSI schools, posts for a regularly published blog, and JavaScript to auto populate information on a webpage. Across the two sites, there are roughly 250 pages and around 2500 media assets.

Since 2018, both websites have operated on the WordPress platform, with maintenance and support provided on an hourly basis by a third-party vendor. Beginning in March 2026, both sites experienced significant service disruptions due to a malware infection. As a result, CSI is seeking a vendor capable of delivering reliable, dedicated support with a strong emphasis on proactive security, ongoing maintenance, and rapid incident response.

The goal of this project is to consolidate these two websites into a single, unified website platform that improves usability, accessibility, and content management for both public users and school-based stakeholders. The new website should:

a. Provide a clear, intuitive experience for multiple user audiences, including the general public and school staff;

b. Centralize and streamline access to resources, documents, and information currently spread across multiple sites;

c. Improve navigation, searchability, and overall user experience;

d. Ensure compliance with accessibility standards; and

e. Enable efficient, sustainable content management and maintenance by State staff.

The selected Respondent will design, develop, migrate, and implement the new website and support ongoing maintenance to ensure long-term functionality, security, and usability.

While not a requirement of this project, CSI welcomes recommendations to consolidate, streamline, or connect existing systems where feasible. Current platforms include Constant Contact (email/newsletters), LearnWorlds (learning management system), and social media management tools such as Buffer (for Facebook and LinkedIn).

C. Anticipated Term

i. The anticipated term of the Purchase Order resulting from the award of this solicitation is approximately June 1, 2026 through June 30, 2027 which includes the one-time migration and setup fee as well as one year of support, with the option to renew.

ii. The State is not responsible for any goods delivered or services performed by the awarded Respondent without a State issued Purchase Order.

All work must comply with the State of Colorado accessibility standards and WCAG 2.1 Level AA requirements set forth in Section 2.A of this solicitation.

a. Phase 1 – Discovery and Project Initiation

(a) The Contractor shall conduct a project kickoff meeting with CSI’s designated project team within ten (10) business days of purchase order execution. The kickoff meeting shall establish project goals, roles and responsibilities, communication protocols, and a detailed project schedule with milestones aligned to the proposed go-live date.

(b) The Contractor shall conduct a discover process that includes, at a minimum, an audit of the existing main website and resource site(s), a review of current site analytics and user behavior data, provided stakeholder input to understand user needs and priorities, and an inventory of all existing pages, documents, media, and forms to be migrated or retired in partnership with CSI team members.

(c) Following discovery, the Contractor shall deliver a written report and proposed Information Architecture (site map and navigation structure) for CSI review and approval before design work begins. The Contractor shall incorporate CSI feedback and obtain written sign-off prior to advancing to Phase 2.

b. Phase 2 – Website Design (Preferably Template-Based)

(a) The Contractor shall configure and customize a pre-existing website template or theme to create a new public-facing website for CSI (custom-built themes are not required and are discouraged unless explicitly approved by CSI). The selected template shall align with CSI’s brand identity, meet all applicable State of Colorado accessibility and technology standards, and support a clean, user-friendly experience across desktop, tablet, and mobile devices (responsive design).

(b) The design and configuration process shall include, at minimum:

(i) Identification and presentation of one or more recommended templates/themes that meet project requirements for CSI review and selection;

Written approval from the CSI project lead is required prior to proceeding to full build and content migration.

(d) The Contractor shall ensure that any selected template or theme is:

(e) Actively supported and maintained by the developer/vendor;

(f) Configurable to meet accessibility requirements (WCAG Level AA);

(g) Flexible enough to support CSI’s content types and navigation needs; and

(h) Not dependent on excessive or unsupported customizations that would limit long-term maintainability.

c. Phase 3 – Content Migration

(a) The Contractor shall support migration of CSI-approved content identified in the Discovery phase from CSI’s existing main website and resource site to the new website. Content migration may be performed through one or more of the following approaches, as proposed by the Respondent and selected by CSI:

· Contractor-led migration (full-service migration by the Contractor);

· Shared migration (migration responsibilities divided between the Contractor and CSI); or Respondents shall clearly describe their proposed approach(es), including roles and responsibilities under each model, and provide corresponding pricing for each option.

Migration scope may include, as applicable: pages, blog or news posts, documents (PDF, Word, etc.), images, video embeds, and forms.

(b) Regardless of the selected migration approach, the Contractor shall:

(i) Provide a content migration plan, including tools, templates, or processes to support efficient migration;

(ii) Ensure that all migrated or imported content functions correctly within the new website; and

(iii) Provide guidance and support to CSI staff where migration responsibilities are shared or CSI-led.

(c) The Contractor shall implement URL redirects (301 redirects) from all legacy page URLs to corresponding new URLs to preserve search engine rankings and prevent broken links. A redirect map shall be provided to CSI for review prior to go-live. URLs for the main site and resource site main pages will remain the same.

(d) All migrated content shall be formatted to match the new site’s design templates. The Contractor shall flag content that requires CSI review or updating due to outdated information, broken links, or accessibility deficiencies. CSI is responsible for providing updated or replacement content when needed in a timely manner consistent with the project schedule.

(e) The Contractor shall ensure that any migration approach supports accessibility requirements, including proper formatting of headings, links, documents, and media to align with WCAG Level AA standards.

d. Phase 4 – Testing and Quality Assurance

(a) Prior to launch, the Contractor shall conduct comprehensive testing of the completed website in a staging environment. Testing shall include, at minimum: (a) functional testing of all pages, navigation, links, forms, and interactive elements; (b) cross-browser compatibility testing in current versions of Chrome, Firefox, Safari, and Edge; (c) responsive/mobile device testing across common screen sizes; (d) accessibility testing against WCAG 2.1 Level AA standards, including use of an automated scanning tool and manual keyboard-navigation review; (e) performance testing to confirm acceptable page load times; and (f) verification that all URL redirects function correctly.

(b) The Contractor shall provide a written Test Results Summary to CSI documenting all testing conducted, issues identified, and resolutions. CSI shall have a minimum of five (5) business days to conduct User Acceptance Testing (UAT) in the staging environment. The Contractor shall resolve all critical and high-priority issues identified during UAT before the go-live date. Written CSI acceptance of the staging site is required prior to launch.

e. Phase 5 – Launch (Target: no later than July 27, 2026)

Launch activities shall include DNS propagation and cutover, decommissioning or redirecting legacy site(s) as directed by CSI, post-launch testing to confirm all critical functionality is operational, and monitoring of site performance and error logs for a minimum of five (5) business days following launch.

(b) The Contractor shall provide a written Post-Launch Report within ten (10) business days of go-live, summarizing launch activities, any issues encountered and resolved, current performance baselines, and recommended next steps.

f. Phase 6 – Training

(a) The Contractor shall provide training for CSI staff designated as website content managers and administrators.
