About this file

This Statement of Work (SOW) details a groundwater well installation project for the U.S. Embassy in Antananarivo, Madagascar. The project is divided into two phases: Phase 1 involves a comprehensive hydrogeological survey, site selection, and design, while Phase 2 focuses on well construction services. The project requires drilling a well to a minimum depth of 250 feet, with a 10-inch diameter, and installing a 7.5 HP, three-phase submersible pump capable of pumping at 40 psi. The contractor must conduct a detailed groundwater study, obtain necessary permits, perform site surveys, and complete geophysical assessments to determine optimal drilling locations.

Key deliverables include a hydrogeological report, construction documents, well drilling, casing and screen installation, pump system setup, and comprehensive water quality testing. The project requires strict adherence to local regulations, international codes, and safety standards. The solicitation (RFQ #19MA1025Q0004) was issued by the Department of State, with a site visit scheduled for May 14, 2025, and proposals due by June 16, 2025. The well will be located at the U.S. Embassy Andranomena, with the goal of providing a sustainable and reliable water source for the facility.

Additional Safe Drinking Water Act regulated parameters should be tested if water is intended to be used for human consumption as identified in EPA 816-F-09-004 (per current OBO specifications, i.e. SECTION 332100 - WATER SUPPLY WELLS, January 2012).

III. Phase 2 – Construction Services III.2 Well Drilling

· Mobilize the drilling rig and all associated equipment to the site. Ensure that all necessary machinery, tools, and materials are transported safely and are fully operational upon arrival. Confirm that the equipment is properly set up and ready for drilling operations according to the site’s specific requirements.

· Drill a borehole to the specified depth, as determined by the findings from the hydrogeological survey. Ensure that drilling operations are carried out efficiently and safely, maintaining precise control over the depth and alignment. Regularly monitor the progress and adjust techniques if necessary to meet the required depth and ensure the integrity of the borehole.

· Utilize the appropriate rotary drilling techniques based on the specific soil and rock conditions encountered during the drilling process. Carefully assess the geological characteristics at each stage to determine the most effective drilling methods and adjust equipment settings accordingly. This ensures optimal penetration rates, minimizes wear on the drill bits, and maintains borehole stability throughout the operation.

· Conduct detailed logging of the soil and rock formations encountered during drilling. Record observations such as the type, texture, color, and consistency of the materials, as well as any significant changes in strata. Include the depth at which each formation is encountered and note any indications of groundwater or other relevant geological features. This data will be essential for analyzing subsurface conditions and informing the design and implementation of the groundwater well.

· Temporarily case the borehole if necessary to prevent collapse during drilling operations. Install a temporary casing to maintain the structural integrity of the borehole and prevent loose soil or rock from entering the hole. This step ensures that the borehole remains open and stable, especially in areas with unstable or loose formations, until further drilling or permanent casing can be completed.

III.3 Well Casing and Screen Installation

· Install a permanent well casing made of Polyvinyl Chloride Casing (ASTM F480 and NSF 14, Schedule 40 or 80 with a minimum diameter of 16 inches. The casing material and specifications should be selected to ensure durability, prevent collapse, and provide long-term protection against contamination. The casing should be properly aligned and securely set to ensure its stability in the borehole, with adequate sealing to prevent water ingress or egress where necessary.

· Place a well screen at the aquifer zone to facilitate water entry while effectively filtering out sediments. The screen should be carefully selected based on the aquifer characteristics, ensuring it has the appropriate slot size and material to prevent clogging and ensure efficient water flow. The screen must be properly installed to ensure it is securely positioned in the aquifer zone, allowing for optimal water intake while preventing the intrusion of unwanted particles into the well.

· Select the appropriate slot size for the well screen based on the results of the soil analysis. The slot size should be chosen to match the grain size of the surrounding soil or rock to ensure optimal filtration, allowing water to flow into the well while preventing the entry of fine sediments or particles. This ensures the long-term efficiency of the well and reduces the risk of clogging or damage to the screen.

· Pack clean, well-graded gravel around the well screen to enhance filtration and promote efficient water flow. The gravel should be carefully placed to create a uniform filter zone around the screen, allowing water to enter the well while effectively trapping sediment and preventing clogging. Ensure that the gravel is free of fine particles that could impede flow or degrade the well's performance over time. The gravel pack should be properly compacted to maintain stability and ensure long-term functionality.

· Seal the annular space with bentonite or cement grout to prevent surface contamination.

III.4 Well Development

· Conduct airlifting or surging to remove fine sediments from the well and clear the screen area. Airlifting involves using compressed air to lift and flush out suspended particles, while surging entails rapidly raising and lowering the water level to dislodge sediment.

· Perform test pumping to establish well efficiency and yield.

· Clean the well thoroughly before installing the pump system.

III.5 Pump System Installation & alignment

· install a submersible pump with adequate torque arrestor designed for deep wells according to manufacturer recommendations

· Lay electrical wiring and install a pump control panel (for submersible pumps).

· Fit check valves to prevent backflow.

· Check Vertical Alignment: The pump must hang straight in the well casing without touching the walls.

III.6 Water Quality Testing and Disinfection

· Well should be disinfected according to the current AWWA standards (AWWA C654- 13) and disinfectant should remain in the well for at least 24 hours. After which, flush the well and collect samples for microbiological analysis.

· Complete physical/chemical analysis of the water panel after continuous pumping test. For potable use, testing should include parameters and methods shown in the attached (refer to Table 2).

III.7 Piping and Water Storage System

· Contractor shall connect well sites into the existing distribution system.

· Install and securely connect distribution pipes to transport water from the well to the existing local city water pipe, which supplies the storage tanks. Ensure that the pipes are made of durable, corrosion-resistant materials and have an appropriate diameter to efficiently handle the required water flow. Properly seal all connections to prevent leaks and integrate three-way control valves to regulate flow effectively. Adhere to local plumbing codes and regulations throughout the installation process. After completion, conduct pressure tests to verify the system’s integrity, functionality, and leak resistance.

· Additional 3-way ball valve is required to select between well water and local city water

III.8 Controls The contractor implements the monitoring/control system for the pump house. The system will have the capacity perform manual & remote on/off control of the pumps. The location of the remote on/off control for the pumps shall be on the utility Building.
