About this file

The document is a Request for Quote (RFQ) for bottled water service issued by the Town of North Smithfield, Rhode Island, covering annual estimated quantities for the period of July 1, 2025 through June 30, 2026, with two potential one-year option extensions. The RFQ solicits bids for purified bottled water service to be delivered biweekly to four municipal locations: the Highway Department, Police Station, Town Hall, and Water & Sewer Department (which will not require bottle delivery). Vendors must provide five-gallon water containers, with specific quantities assigned to each location, including 2 coolers with 5 bottles at the Highway Department, 7 coolers with 25 bottles at the Police Station, 2 coolers with 8 bottles at Town Hall, and 1 cooler with zero bottles at the Water & Sewer Department. The bid is due on Wednesday, July 16, 2025, at 10:00 a.m., with a public bid opening on Thursday, July 17, 2025.

The RFQ specifies firm-fixed pricing requirements, with delivery strictly regulated to Monday through Wednesday from 8:00 a.m. to 4:00 p.m., Thursday from 8:00 a.m. to 7:00 p.m., and Friday from 8:00 a.m. to 12:00 p.m., excluding Rhode Island holidays. Vendors must provide a service ticket signed by a North Smithfield employee documenting bottle deliveries and empty container pickups, with invoices submitted to the Finance Department. The award will be made to the most advantageous offer, with evaluation criteria prioritizing the lowest dollar amount and best delivery time. Additional requirements include compliance with FDA water quality standards, provision of plastic cups at each cooler, and submission of manufacturers' warranties. The successful bidder must also provide a W-9 within ten calendar days of award.
