This is an Addendum #4 Revision document for Invitation for Bid (IFB26-0141) issued by the City of Orlando, Florida, for the Water Conserv II WRF Equalization Pump Station Improvements project. The solicitation requests sealed bids for furnishing and installing equalization pumping equipment, electrical systems, instrumentation, and controls at the Water Reclamation Facility located at 5420 L.B. McLeod Road, Orlando, Florida. The project scope includes replacement of existing equalization pumps with five dry-pit submersible pumps, modification of yard piping for temporary bypass operations, replacement of isolation and check valves, installation of new piping and manifolds, construction of a new electrical building with HVAC systems, and implementation of electrical and control improvements to maintain a minimum capacity of 52 million gallons per day with N+1 redundancy. Electronic sealed bids must be submitted via the City's OpenGov portal by 2:00 p.m. local time on Thursday, March 19, 2026 (note: an earlier date of March 10, 2026 is referenced in the summary, indicating this addendum revised the deadline). A non-mandatory pre-bid meeting is scheduled for February 17, 2026, at 10:00 a.m. at the project site, and written questions must be submitted by March 10, 2026, at 5:00 p.m. The contract term is 730 days for substantial completion with an additional 35 days for final completion, subject to liquidated damages of $2,000.00 per day for delays.
The estimated project value is $6,672,311.00, with a permit allowance of $40,000.00 included in the pricing proposal structure. Respondents must be appropriately licensed Florida contractors and comply with Davis-Bacon wage requirements and a living wage minimum of $15.00 per hour. Bidders must provide a bid bond, certified check, or cashier's check equal to 10 percent of the total base bid, and upon award, the contractor must provide Performance and Payment Bonds equal to 100 percent of the contract price with sureties holding at least an "A-" rating from A.M. Best Company. The award will be made to the lowest responsive, responsible bidder based on price and other factors considered in the City's best interest. The City of Orlando's Living Wage Policy and Responsible Contractor's Policy based on Davis-Bacon wage determinations apply to this procurement. Contractors must comply with E-Verify employment eligibility verification, human trafficking affidavit requirements, the Veteran Business Enterprise (VBE) program if applicable, and must utilize the City's Trimble Project Management Software.
