About this file
This is a Vendor Agreement form (WAGE-2 FY 2027) issued by the City of Boston's Office of Labor Compliance and Worker Protections, applicable to the City's Over-the-Phone and Video-Remote Interpretation services contract with the Office of Language and Communications Access (OLCA). The form must be completed and submitted by any vendor awarded a service contract simultaneously with contract execution. The agreement document contains comprehensive instructions and multiple sections requiring vendors to provide information regarding company workforce composition, contract-specific employee assignments, subcontractor details, and workforce development initiatives. Vendors are required to classify their contract type based on company size and contract nature, with different completion requirements for standard service contracts of $25,000 or more, vendors with fewer than 25 full-time equivalent (FTE) employees, and building service contracts or lease agreements. The vendor must disclose total company-wide FTE employees, the number of employees assigned to the contract, plans for additional hiring, and detailed workforce profiles including the number of Boston residents, minorities, and women employed.
All covered vendors must ensure that employees working on the contract are compensated at a minimum of $19.36 per hour in accordance with the Boston Jobs, Living Wage, and Prevailing Wage Ordinance, with covered vendors (those with 25 or more company-wide FTE employees) required to provide detailed job title and wage range information. Vendors must list all service subcontracts and notify the contracting department and Office of Labor Compliance and Worker Protections within three working days of signing subcontractor agreements. The form requires vendors to describe past efforts and future goals related to employee training, advancement opportunities, and hiring of low and moderate income Boston residents. Vendors may request exemptions or general waivers from the ordinance under four specific categories: construction contracts subject to state prevailing wage law, youth programs, work-study or cooperative educational programs, and job training programs with trainees. The vendor principal officer must sign an affidavit under penalties of perjury certifying the accuracy of all submitted information. No service contract will be executed until this agreement is completed, signed, and submitted to the awarding City department.
