3. NOTES
A. Instructions for the preparation of proposals are located in Sections 00100, 00110 and 00120.
B. This procurement is being solicited using the Two Phase solicitation process authorized by FAR 36.3. This process requires potential contractors to submit their past performance, basic technical approach and capability information initially for review and consideration by the Government. Following the review, evaluation, and rating of these proposals, the Government intends to select three, but no less than two and not to exceed five, of the highest rated contractors to receive the technical requirements package and to participate in the Phase Two process of this solicitation. All offerors will be notified of their selection/non-selection to Phase Two.
C. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Business Opportunities (FedBizOpps.gov or fbo.gov) system. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information:
1. Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN)
2. DUNS Number and CAGE Code
3. Telephone Number
4. E-Mail Address.
Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. Reference paragraph 4.4 of the Vendor Guide for instructions to retrieve the specification and drawing documents for this project. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation by way of the link below. Bidders/Offerors cannot log into the FedBizOpps home page and search for data.
D. Reference Contract Clause 252.236-7008, CONTRACT PRICES – BIDDING SCHEDULES (DEC 1991). The term “Bidding Schedule” shall also be construed to mean “Offer Schedule” or “Schedule”. The terms “bid” and “offer”, and “bidder” and “offeror” shall be construed as having the same meaning in this solicitation and resulting contract.
E. For all those contractors who compete in both Phase One and Phase Two, the contractor’s proposal shall be defined as all information that was submitted in response to the requirements of both phases of the solicitation.

INSTRUCTIONS TO OFFERORS
1. SCOPE:
1.1. You are invited to submit a proposal in response to our Request for Proposal (RFP W91ZRS-08-R-0003) entitled, Geothermal HVAC System at Bradley Air National Guard Base, East Granby, Connecticut. As a result of this Solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the factors and sub-factors in this solicitation. In accordance with the Small Business Competiiveness Demonstration Program, FAR 19.1007(a)(2), award will be unrestricted. The HUBZone preference of 10% is applicable in accordance with FAR 52.219-4.
This solicitation is for the design, site preparation, and construction of the facility in accordance with an approved design. The site is located on Bradley International Airport at the Air National Guard Base, in East Granby, Hartford County, Connecticut. The scope includes a well field, condenser water pumping and piping, above the ceiling geothermal heat pumps, air distribution and controls, and modification of the exisiting electrical system. Gas, electric, water, sewer, and telephone are in close proximity. .
1.2. Design and construction shall comply with the specifications and requirements contained in the RFP.. Sections 0110 and 0120 provide details on price proposal requirements and evaluation.
1.3. Two Phase Design-Build Solicitation Process.
1.3.1. This procurement is being solicited using the Two-Phase solicitation process authorized by FAR 36.3. As part of Phase One, potential contractors shall submit their past performance, basic technical approach and capability information for review and consideration by the Government. Following the review, evaluation, and rating of these proposals, the Government intends to select three not less than two and not to exceed five, of the highest rated contractors to receive a Phase Two request for proposal. Phase Two offerors shall provide a technical and cost proposal for consideration by the Government. The Government will review the technical and price proposals of the Phase Two offerors. Evaluations will be conducted in accordance with FAR Part 15 and the evaluation criteria set out in Section 00120 – PROPOSAL EVALUATION AND BASIS FOR AWARD. The final evaluation rating used for comparison, selection, and award will reflect both the Phase One and Phase Two ratings and evaluations. Price information, provided during Phase Two, will be evaluated in accordance with Section 00120 price evaluation.
1.3.2. Firms formally organized as design/build entities, or by design firms and construction contractors that have associated specifically for this project may submit proposals. For the purpose of this solicitation, no distinction is made between formally organized design/build entities and project-specific design/build associations. Both are referred to as the design/build offeror, (or simply "offeror"), or the design/build contractor, (or simply "Contractor"), after award of a contract. All designs must be accomplished under the direct supervision of licensed professionals registered in the appropriate technical disciplines, and meeting other certification and licensing requirements.
1.3.3. All offerors will be notified of their selection and/or non-selection to Phase Two. The names of the offerors selected to participate in Phase Two will be published in the Federal Business Opportunities website, http://www.fedbizops.gov
1.4. PRE-PROPOSAL CONFERENCES:
1.4.1.1. The Government may elect to conduct a Phase Two pre-proposal conference for those offerors selected to participate in the Phase Two process. Offerors will be notified of date and time. Offerors selected to participate in Phase Two will be afforded the opportunity to investigate the project site with their team members at dates/times arranged by the contracting officer.
1.5. REMOVAL OF SECTIONS AT TIME OF AWARD.
Sections 00100, 00110, 00120, and 00600 will be physically removed from the resulting award, but will be deemed to be incorporated by reference in the award.
1.6. DISPOSITION OF UNSUCCESSFUL PROPOSALS:
In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful proposals. The Government will destroy extra copies of unsuccessful proposals. No destruction certificate will be provided.
1.7. FORMAL COMMUNICATION, OFFEROR EXPLANATIONS:
1.7.1. Any explanation desired by an offeror regarding the meaning or interpretation of the solicitation, for proposals, drawings, specifications, etc. must be requested in writing and with sufficient time allowed for a reply to reach offerors before the submission of their offer. All questions and requests for information (RFI) must be received NOT LATER THAN seven (7) calendar days prior to closing of each phase of the two phase process and will be posted not later than three (3) calendar days prior to closing of the applicable phase. The Contracting Officer reserves the right to address questions received after this time following solicitation closing with those offerors in the competitive range should one be established. Any interpretations made will be in the form of an amendment of the solicitation, drawings, specifications, etc., and will be furnished to all Phase One prospective offerors via posting to the website at https://www.fbo.gov. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractor’s Registration (CCR), http://www.ccr.gov/ and the Federal Technical Data Solution (FedTeDS), https://www.fbo.gov in order to view or download the plans or specifications from the web site. In Phase Two, the government reserves the right to provide information directly to the participants of the Phase Two process. Receipt of an amendment by the offeror must be acknowledged in the space provided on the SF 1442, or by returning a signed copy of the amendment by the time set for receipt of proposals. Explanations or instructions given in a form other than an amendment to the solicitation shall not be binding. Questions (on a non-attribution basis) and answers shall be furnished to all prospective offerors via the web site.
1.7.2. Any questions or requests for clarifications, and information concerning this solicitation must be submitted in writing by email, to the contracting office at the address below:

1.8. AMENDMENTS PRIOR TO DATE SET FOR RECEIPT OF PROPOSALS: The right is reserved, as the interest of the Government may require, to revise or amend, the solicitation, specifications and/or drawings, prior to and/or after the date set for receipt of proposals, as necessary. Such changes, if any, will be announced by an amendment or amendments to this Request for Proposal. All information relating to this RFP, including pertinent changes/amendments and other information applicable prior to the date set for receipt of proposals will be posted on the following website: https://www.fbo.gov Though every effort will be made to provide email notification when a change is posted, such notification is NOT guaranteed and should not be expected. Offerors are strongly cautioned to check this site frequently and to “refresh” their web page to ensure they have the latest information.
1.10. HAND CARRIED PROPOSALS/INVITATIONS: A proposal repository is provided for hand carried proposals and is located at USPFO for Connecticut, Purchasing and Contracting, 360 Broad Street Hartford, Ct 06105-3706. Hand carried proposals must be deposited in the repository prior to the time established for receipt of proposals. Delays are probable at the entry point and should be accommodated for. Late receipt of proposals due to entry delays may not be deemed excusable and the proposal may be declared “late” in accordance with FAR 15.208 by the Contracting Officer.
1.11. WAGE DETERMINATION: (Applicable to Phase 2 Only) Davis Bacon Wage Rates are applicable to this project. In the event the current prevailing Wage Determination is changed by the Department of Labor prior to closing date of the Phase Two portion of this solicitation it is the offeror’s responsibility to insure the most recent determination is used in preparing the proposal. An Amendment will not be issued prior to closing to change Wage Determination dates and/or numbers. Should the wage rate change after closing, but prior to award, the updated Wage Determination will be incorporated by amendment and issued to all offerors submitting a proposal. If applicable, these offerors/contractors will be given an opportunity to provide revised proposals solely to amend proposals due to Wage Determination changes. If the wage determination modification does not change any effected wage rates then the provisions of FAR 22.404-5(c)(4) will apply. 1.12. PROPOSAL EXPENSES AND PRE-CONTRACT COSTS. This RFP does not commit the Government to pay costs incurred in preparation and submission of initial and subsequent proposals or for other costs incurred prior to award of a formal contract.
1.13. A&E FIRM INELIGIBLE TO COMPETE: In accordance with FAR 9.505-2(b)(1) and (2), the A/E firms, and their subcontractors Benham Companies LLC, 622 Emmerson Rd Suite 600, Saint Louis, MO 63141-6728 preparers of the bridging documents for this RFP, have been determined to be ineligible to compete for the design/build contract to be awarded via this solicitation.
1.17. CLAUSES
1.17.1. Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference or in full text. Those incorporated by reference have the same force and effect as if they were given in full text.
1.17.2. Clauses and provisions in this document may not appear in consecutive order.
INSTRUCTIONS
SECTION 00110 - SUBMISSION REQUIREMENTS AND INSTRUCTIONS
1.
GENERAL INSTRUCTIONS.
1.1.
Proposal Preparation Instructions.
1.1.1.
The proposal must describe the capability of the offeror to perform any resultant contract, as well as describe its understanding of the requirements of the Statement of Work, it should be specific and complete in every detail. The proposal should be prepared simply and economically, providing straightforward, concise delineation of capabilities to satisfactorily perform the contract being sought. The proposal should therefore be practical, legible, clear and coherent.
1.1.2.
These instructions prescribe the required format for proposals, and describe the approach for the development and presentation of the proposal data. They are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of proposals. Carefully review this section prior to commencing proposal preparation. All solicitation amendments must be acknowledged in accordance with Section 00100, FAR Provision 52.215-1, and “Instructions to Offerors“. Offerors are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete proposal. Failure to furnish a complete proposal, at the time of proposal submission, may result in the proposal being unacceptable to the Government and eliminated from consideration for award.
1.1.3.
After compiling all required information, submit the information in accordance with the “Proposal Due Date Schedule” paragraph for the applicable Phase and return the original and specified number of copies to the issuing office listed in Block 7 of the SF 1442. Mark the front of the envelope/box with the following: “PROPOSAL No. W91ZRS-08-R-0003, DO NOT OPEN--- Competitive Acquisition”
1.1.4.
Proposal Due Date Schedule. The entire Phase One proposal, (Volumes 1, 2 and 3) is due by the date and time set for the receipt of proposals shown in Block 13 of the SF 1442. Offerors shall request their references provide questionnaire responses to the Contracting Officer not later than the closing date. The date and time for receipt of the Phase Two proposals will be issued by amendment to those offerors selected to proceed to the Phase Two portion of this procurement.

1.2.
Written Proposal Format. (Unless noted otherwise these general instructions apply to both Phase One and Phase Two proposals.)
1.2.1.
Purpose. These instructions prescribe the format of proposals, and describe the approach for the development and presentation of the proposed data. The proposal shall include all of the information requested in the specific instructions. Failure to include all information requested may adversely affect the evaluation. A proposal that merely reiterates or promises to accomplish the requirements of the RFP may be considered unacceptable. A proposal that is orderly and sufficiently documented will be easy for the Government to understand and will enable the Government to perform a thorough evaluation.
1.2.2.
Offerors are cautioned to submit enough information to enable the Government to fully ascertain each offeror’s capability to perform all of the requirements contemplated by this solicitation. All commitments made in the proposal may become a part of the resultant contract. The data submitted with each proposal should be complete and concise, but not overly elaborate. Any materials submitted but not required by this solicitation, (such as company brochures), shall be relegated to appendices. Excessive reliance on promotional brochures is discouraged.
1.2.3.
Written proposals shall be prepared on standard 8.5 x 11 inch paper (charts may be landscaped but must be on 8.5 x 11 inch paper) and shall be in a legible font size (10). Type size for graphics, charts, diagrams and tables, shall be of an appropriate font and size for the application, and must be clearly readable without magnification assistance to the normal eye. Page size for schedules may be up to 11” x 17” and all other charts, tables etc. must not exceed normal legal size (8.5”x14”). Text lines will be no less than single-space. All pages of each proposal shall be appropriately numbered, and identified with the RFP number. For ease of reference, consecutive page numbering with tabs is required.
1.2.4.
Table of Contents. The proposals shall contain a detailed table of contents. The “Table of Contents” will identify major areas, paragraphs and subparagraphs by number and title as well as by page number and volume locations. Tab indexing will be used to identify Sections as appropriate. Table of Contents and Tab indexes do not count toward page limitation and should not be numbered. If more than one binder is used, the complete table of contents shall be included in each. Proposal Volume 3 shall not exceed the page limits stated. If the page limit is exceeded, the pages in excess of the limit shall be unread.
1.2.5.
Page limits include all appendices, charts, graphs, diagrams, tables, photographs, etc. except as noted elsewhere in the instructions. To the maximum extent practicable proposal submission shall be double sided. Each side of a piece of paper counts as one page. Failure to observe these requirements may result in non-compliant proposals being evaluated at the maximum number of pages had the instructions been followed. All pages in excess of the stated limits will not be evaluated.
1.2.6.
Binding. Elaborate format and binding are neither necessary nor desirable. All binders, (3 ring type is preferred) will be capable of lying flat when opened. The cover and spine of each binder will clearly identify the offeror’s name, Volume number(s), RFP number, RFP title and copy number, (e.g. copy 2 of 3). The original for each volume will be clearly identified on the cover and the spine. All binders will allow for easy removal and replacement of pages.
1.2.7.
If revised proposals are requested, all proposal revisions shall be submitted on colored paper as page changes with each page identified by date and page number. Revised pages shall be printed on one side and punched with a 3-hole punch along the left margin. The number of revised copies to be submitted is the same as the initial proposal.
1.2.8.
Electronic Copy. Provide one (1) electronic copy of all of the proposal information for Phase One. Provide one (1) electronic copy of Volumes 2 & 3 and the Small Business Subcontracting Plan from Volume 1, if required, if selected to submit a Phase II proposal. Electronic copies may be submitted on CD-ROM saved in Microsoft Word format or Adobe Acrobat (6.0) or higher (“Read Only” files are acceptable). All disks shall be virus checked prior to submission. The progress schedule shall be on a separate CD and identify the CPM program and version used. It is desired (required, upon contract award) that the electronic version of the submitted CPM program be fully compatible with Microsoft Project (2002). Electronic copies of drawings are not required with the proposal submission.
1.2.9.
(1) Offeror may elect to submit drawings to clarify their Phase Two proposals, but are not required to do so by this solicitation. In the event Offeror elects to submit drawings, use drawings no larger than Size A1 (approximately 24” x 36”) and smaller than size A2 (approximately 16” x 23”). No electronic drawing files are required to be submitted at the proposal stage. Drawings are NOT required in either Phase One or Phase Two.
1.2.10.
Offeror may, at the discretion of the Government, be asked to provide clarifications regarding their proposals in accordance with FAR 15.306(a). Requests for such information do not constitute discussions.
1.2.11.
The offeror shall be held responsible for the validity of all information supplied in his/her proposal, including that provided by potential subcontractors. Should subsequent investigation disclose that the facts and conditions were not as stated, the proposal may be rejected or contract terminated for default if after award.
2.
PHASE ONE –SUBMITTAL CONTENTS
2.1.
Phase 1- Volume 1 - Pro Forma Documents. Volume 1 Pro Forma Information consists of the SF 1442, an Executive Summary, Section 00600 requirements, and Joint Venture Agreement (If Applicable). This information in original and one (1) copy shall be in a separately marked envelope, labeled Pro Forma information, with the proposal.
2.1.1.
Complete in its entirety the “Offeror” portion of the Standard Form (SF) 1442. An official having the authority to contractually bind your company must sign the SF 1442 in accordance with FAR 4.102. One copy of the SF 1442 is required to have an original signature.
2.1.2.
Representations, Certifications, and Other Statements of Offerors- Section 00600. Include in your proposal only the Representations and Certifications contained in Section 00600 of this solicitation. All other required representations and certifications are to be completed on line in “ORCA”.
2.1.2.1.
All potential offerors are required to register in the Central Contractor’s Registration (CCR), http://www.ccr.gov in order to complete the annual Representations and Certifications found at the ORCA website. The ORCA site contains an ORCA Application Handbook and an ORCA Quick Reference Guide. To access them, simply click on the "Help" link at the top of the ORCA homepage. Ensure your Central Contractor Registration (CCR) information is up-to-date. Complete annual Representations and Certifications on line at http://orca.bpn.gov if you have not already done so. You are not required to provide a copy of the Representations and Certifications completed in ORCA with your written proposal. Do include any Representations and Certifications and other statements of offerors contained in Section 00600 of this solicitation, which are in addition to the annual certifications on ORCA.
2.1.3.
Include an Executive Summary. As a minimum include the following information : Offeror Name, Complete Address, Point of Contact, Authorized Negotiators, Email address(s), Phone Number, Cage Code, DUNS Number, and Tax Identification Number.
2.1.3.1.
Additionally, include the following chart identifying your business size(s). Explanations or definitions of these can be found in the representations and certifications located at http://orca.bpn.gov. The ORCA site contains an ORCA Application Handbook and an ORCA Quick Reference Guide. To access them, simply click on the "Help" link at the top of the ORCA homepage.
2.1.4.
Joint Venture Requirements. Parties wishing to propose as a joint venture must submit, with the Phase One Proposal, Pro Forma documents, an executed copy of the joint venture agreement. The joint venture agreement shall be executed in accordance with FAR 4.102. Each joint venture partner shall submit evidence satisfactory to the Contracting Offer that its Board of Directors has approved its participation in the joint venture and by an instrument of similarly binding character in the case of an unincorporated entity. Offerors are reminded that to obtain an award the awardee, to include a joint venture, must be registered in the Central Contractor Registration (CCR) database. HUBZone Joint Ventures must meet the requirements in FAR 19.1303(c) and may be referred to the Small Business Administration to determine eligibility.
2.2.
Phase one -Volume 2 - Past Performance.
2.2.1.
Submit in 1 original, 3 hard copies and one electronic copy. Past Performance, which includes current on-going (present) performance, will be evaluated using the evaluation criteria set forth in Section 00120 of the solicitation.
2.2.2.
This volume is obtained for the purpose of evaluating Past Performance. Past Performance includes current and on-going performance. It includes the offeror’s Performance Information Form, Exhibit A Parts 1 & 2; Exhibit B, the Subcontractor Information and Consent Form; Design team’s SF 330 (formerly SF 254 and SF 255, now obsolete, will not be accepted); and any discussion and or additional information, awards, letters, etc. concerning past performance the offeror includes. A sample Past Performance Evaluation Questionnaire is included at Exhibit C.
2.2.3.
Exhibit A: Offerors shall complete in detail in the Performance Information Form, Exhibit A Part 1 format for not more than five (5) of these documents for completed projects (or substantially complete, at least 75%) to be used for reference and evaluation purposes. Exhibit A, Part 2, contains information that only needs to be submitted one time. If the offeror represents the combining of two or more companies for the purpose of this RFP, each company shall submit Exhibit As except that design team members firms need only submit a current completed SF 330 in lieu of the Exhibit A Part 1. Exhibit A Part 2 must be provided. Detailed instructions are provided in Exhibit A.
2.2.3.1.
Offerors shall provide information to demonstrate a history of performance on contracts that are similar in scope, complexity and size and to demonstrate experience in performing work similar in size, scope and complexity to that described in the scope of this procurement. Offerors shall explain what aspects of the referenced contracts they deemed relevant to the proposed effort.
2.2.3.2.
Offerors should consider the currency and relevancy of the past performance information. To be considered, the performance must have been completed during the past five (5) years. The period begins five (5) years prior to the solicitation release date and includes current performance. Current performance may have greater impact than older performance.
2.2.3.3.
Offerors should include with their proposal information on problems encountered on the identified contracts and the offeror's correction actions and/or explanation.
2.2.4.
Exhibit B “Subcontractor Information and Consent Form”: Offeror shall provide a list of key subcontractors and or Teaming Partners to be utilized on this project. (The design and prime construction team.) As a minimum provide the name(s) of subcontractors to be utilized on the design and oversight team and/or the prime construction contractor (as applicable). Other construction subcontractors may be listed/discussed but are not required or desired in Phase One. Each subcontractor/ Teaming Partner proposed shall also complete an Exhibit B, “Subcontractor Information and Consent Form”, to be considered. The design team shall also provide current SF 330 Parts 1 and 2
2.2.5.
Exhibit C: Past Performance References – REQUIRED
2.2.5.1.
Offerors shall prepare and submit to prior client(s), to include the owners of all the projects listed on your Exhibit A submission a Reference Package (Exhibit C) (Detailed instructions are included in the Exhibit C Package). This includes correspondence explaining the requirement to obtain an independent evaluation of prior contract performance, and the Performance Questionnaire for use in evaluating Past Performance.
2.2.5.2.
Subcontractor/Teaming Partners: (Applicable to design team members or prime construction subcontractor only.) In addition to an Exhibit “B” each subcontractor/teaming partner shall also send Performance Questionnaires, “ Exhibit C” to three references for completed projects to at least 75% or greater to be used for reference and evaluation purposes and provide a questionnaire to the Point of Contact for each project listed for completion. Subcontractors/teaming partners may NOT use the offeror on this acquisition as a reference for this purpose.

These should arrive not later than the closing date for receipt of proposal shown on the SF 1442. Offeror or subcontractor prior to submission must not review the Performance Questionnaire. They must be submitted by the client/evaluator directly to the Contracting Office.
2.2.6.
Offerors lacking relevant present/past performance experience may submit information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement if such information is relevant to this acquisition. Such information shall, as a minimum, include: (1) Name(s) of Predecessor Company/Subcontractor and/or Key Personnel; (2) Complete Address: (3) Telephone, Fax Number and email address; (4) Brief synopsis of the experience (a resume may be submitted for "Key Personnel") (5) Describe in detail relevancy to this project. Note that use of subcontractors or key personnel to obtain relevant past performance shall commit the offeror to use the proposed personnel/subcontractors in the performance of the contract.
2.2.6.1.
Provide three (3) references, for each Predecessor Company, Subcontractor or Key Personnel and send Performance Evaluation Questionnaires, Exhibit C, to these references. Clearly identify the contractor/individual for whom the reference information concerns. Include “Subcontractor Information and Consent Form”, Exhibit B, for subcontractors/Team Partners if not already provided.
2.2.7.
Other Past Performance Considerations (OPTIONAL in Exhibit A, Part 2). The information, if provided, shall be limited to the period beginning five years prior to the solicitation release date.
2.2.8.
Offerors are advised that the Government may use all data provided by the offeror in this volume and data obtained from other sources, to include but not limited to government–wide databases, in the development of performance confidence assessments. Past performance information on contracts not listed by the offeror, or that of planned subcontractors, may also be evaluated. The government may contact references identified as well as other than those identified by the offeror and information received may be used in the evaluation of the offeror’s past performance. While the government may elect to consider data obtained from other sources, the burden of providing current accurate and complete past performance information rests with the offeror.
2.3.
Phase One - Volume 3 - Technical Capability.
2.3.1.
Subfactor: Offeror’s Team Experience. Narrative for this sub-factor shall be limited to a maximum of twenty (20) pages. Number pages in this sub-factor exclusive of table of contents and tabs. Example projects must have been completed not later than five (5) years prior to the date of the solicitation. The Government will use SF 330 forms provided by A&Es in the Past Performance volume in the evaluation of this subfactor. (Note: This information may be similar to the information provided in the Past Performance factor but is obtained here for the purpose of identifying the extent of the offeror and their teams experience, where in the Past Performance factor the information is obtained for identifying “how” the work was performed.)
2.3.1.1.
Provide a discussion of projects (at least three) for which the offeror has been responsible. The examples should be as similar as possible to this solicitation in project type, magnitude, complexity, cost, design or features and scope. Each example shall indicate in detail the general character, scope, location, cost, and date of completion of the project. If the offeror represents the combining of two or more companies for the purpose of this RFP, each company shall discuss project examples.
2.3.1.2.
Demonstrate that all lead design personnel have experience and required qualifications in assigned roles on projects of similar complexity, size and scope. Specific projects detailed on the SF 330 should be referenced, to ensure proper consideration. As a minimum discuss the project architect; the engineers responsible for civil, electrical, mechanical, fire protection, communication systems and structural design.
2.3.1.3.
Demonstrate that all lead design personnel are registered and/or certified in their discipline. In order for a firm, or individual, to be permitted by law to practice the profession of architecture or engineering, it must be:
"Licensed" by the state in which it is practicing, or
A registered professional in the state that they are practicing, or
Practicing in a state which recognizes the professional registration of another state
2.3.1.4.
Demonstrate that all lead construction personnel have experience and required qualifications in assigned roles on projects of similar complexity, size and scope. .Discuss as a minimum the project manager; the quality control manager; and the construction manager and/or project superintendent.
2.3.2.
Subfactor: Technical Approach Narrative. Narrative for this subfactor shall be limited to a maximum of twenty (20) pages. Number pages in this sub-factor exclusive of table of contents and tabs.
2.3.2.1.
Demonstrated an understanding to the design build process and address any anticipate risks associated with this process for this project. Describe in general terms how the offeror will approach the design and construction of this facility.
2.3.2.2.
Provide a detailed discussion addressing the proposed organization and the roles and responsibilities of the various sub-contractors for both design and construction.
2.3.2.3.
Include in the narrative the offeror’s proposed processes for handling field problems, assuring quality and assuring Designer of Record involvement throughout the construction period. Address the roles and responsibilities of the various subcontractors and the inclusion of the major construction subcontractors during the design process.
2.3.3.
Subfactor: Other Capability Information. Total Narrative for this information shall be limited to a maximum of ten (10) pages. Clearly label this section and place after the Offeror’s Team Experience. Number pages in this sub-factor exclusive of table of contents and tabs.
2.3.3.1.
Describe your office capabilities for using CADD and other forms of automation on this project.
2.3.3.2.
Describe your office capabilities for project scheduling. Include programs you utilize and experience of personnel in these programs. Discuss briefly your plan for scheduling of this project, to include updates. (A sample schedule IS NOT desired.)
2.3.3.3.
Describe your office capabilities for ensuring proper administration of a project of this magnitude and complexity.
2.3.3.4.
You may provide additional information on your capabilities, but please be brief.
3.
PHASE TWO - TECHNICAL & COST PROPOSAL
3.1.
General Requirements.
3.1.1.
Who May Submit. Proposals may be submitted by the offerors who receive written notification from the Contracting Officer that their firm has been selected to participate in Phase Two of this solicitation. The Government intends to select three, but no less than two and not to exceed five, of the highest rated contractors to receive the technical requirements package and to participate in the Phase Two process of this solicitation. Three offerors will compete in Phase Two under typical circumstances.
3.1.2.
Submission Deadline. Proposals shall be received no later than the time and date specified by the Phase Two solicitation amendment.
3.1.3.
Compliance Statement. In order to effectively and equitably evaluate all proposals, the Contracting Officer must receive information sufficiently detailed to clearly indicate the materials, equipment, methods, functions, and schedules proposed. The offeror is required to certify that all items submitted in its technical proposal comply with the RFP requirements and any differences, deviations or exceptions have been identified and explained as required by the solicitation. Offerors are required to complete the statement and submit it with their Phase Two proposal. Even if there are no differences, deviations or exceptions, the offeror must submit the Compliance Statement and state that none exist. Offerors are cautioned that any differences, deviations or exceptions that have not been identified and explained as required by the solicitation are not considered accepted even if the proposal is incorporated into the award.
Statement of Compliance
[Insert name of the offeror] hereby certifies that all items submitted in this proposal and final design documents (after contract award) comply with the solicitation requirements. The criteria specified in Request for Proposal No. [Insert RFP Number] are binding contract criteria and in case of any conflict after award, between [Insert RFP Number] and the contractor's proposal, the Request for Proposal criteria shall govern unless there is a written and signed agreement between the contractor and the Government waiving a specific requirement.
Should this proposal result in the award of a contract this statement will be included on each sheet of drawings and on the cover of the specifications.
3.1.4.
Cost Information. The technical proposal shall not include any cost information. The technical and cost proposals shall be submitted as two separate documents.
3.2.
Phase Two - Volume 1 - Pro Forma Documents, Price Proposal and Small Business Subcontracting Plan. This information should be submitted in an envelope labeled "Pro Forma Requirements." Provide original and three (3) copies of the requirements in this volume. This category consists of:
3.2.1.
Completed Standard Form 1442.
3.2.2.
Section 00600 Representations and certifications, (include any updated information only). Indicate if any changes were made to the Annual Representations and Certifications on ORCA.
3.2.3.
Executed Compliance Statement.
3.2.4.
Price Proposal Information. Offerors shall complete all portions of the Price Proposal Schedule and furnish it in the pro forma documents envelope. Phase Two offerors’ attention is directed to section 00120 Phase Two Evaluation for important information concerning pricing.
3.2.5.
Include Exhibit D, cost breakdown, in the prescribed format in this package.
3.2.6.
Include Exhibit E, Betterment/Deviation schedule in the prescribed format in this package.
3.2.6.1 Submit an additional three (3) copies of Exhibit E. Betterment/Deviation schedule in the prescribed format without any cost/price figures.
3.2.7.
Executed Non-Disclosure Agreement(s) with Non-Government advisors, (Reference Section 00100).
3.2.8.
Subcontracting Plan – (Note: Only required of Large Business Offerors). If required, offerors shall prepare and submit their subcontracting plan in accordance with FAR Clause 52.219-9 Alt II and DFARS Clause 52.219-7003. The National Guard Bureau Subcontracting Goals for use in development of your plan are as follows: These percentages are Current for FY 2008 are as follows: Small Business, 67.4%; Small Disadvantaged Business 6.0 %; Woman Owned 9%; Service Disabled Veteran Owned Business 3.0%, veteran owned small business 3.0%, and Hub Zone firms. 3.2%.
3.2.8.1.
Submit the Small Business Subcontracting Plan in original and one copy. Submit plan in a format to accommodate evaluation in accordance with AFARS 5119.704. In accordance with FAR 19.7, “The Small Business Subcontracting Program”, and FAR clause 52.219-9, “Small Business Subcontracting Plan”, subcontracting plans shall be evaluated for acceptability by the contracting team using the criteria set forth in AFARS Appendix DD-Subcontracting Plan Evaluation Guide https://www.alt.army.mil/portal/page/portal/oasaalt/documents/AFARS.pdf. Subcontracting goals shall be consistent with NGB Goals unless non-consistency is well justified. To be acceptable, plans must adequately address the required statutory elements. In addition, the plan must provide sufficient information to enable the Contracting Officer to answer affirmatively questions A through H of the AFAR Appendix DD.
3.3.
Technical Proposal Volumes 2 and 3 comprise the full Technical Proposal. Volume 2 consists of the Subfactors 2-1, Project Management Plan and Subfactor 2-2, Design & Construction Schedule. Volume 3 consists of the Subfactor 2-3, Technical Data Proposal with various Elements. Evaluation criteria (Section 00120) for the Phase Two Proposal, Subfactor 2-3, Technical Data Proposal will be provided with the Phase Two Solicitation. The Government reserves the right to change Phase Two proposal requirements prior to closing of the Phase Two solicitation if necessary.
3.3.1.
Oral Presentation: The Government intends that offerors selected to submit Phase Two proposals will be given an opportunity to present and expend upon the information contained in the written proposals to further the Government’s understanding of the technical data proposed. Oral presentation may be held independent of, as clarifications, or in conjunction with discussions, if the Contracting Officer has determined discussion are necessary.
3.3.1.1.
The government will inform offerors of the oral presentation time and date in the Phase Two modification. A maximum of eight (8) personnel, from the prime and/or proposed subcontractors, will be allowed of the offerors choosing, however, offerors are cautioned to bring personnel who are capable of discussing their understanding of the proposed approach and methodology of completing the project. The offeror will be notified of the allowed amount of time for the presentation as determined by the Contracting Officer.
3.3.1.2.
Presentations will normally be followed by a government question and answer period for clarification purposes. The location for presentations will be provided with the presentation date assignment. Early access to the presentation facility may be requested in advance through the Contracting Officer.
3.3.1.3.
Contractor will need to provide their own Audio Visual equipment. The government will videotape the oral presentations. Two copies will be made. The government will retain one copy. The second copy will be provided to the Offeror. The government reserves the right to make additional copies if required.
3.3.1.4.
The purpose of the oral presentations is to provide the offeror with the opportunity to briefly explain any specific documentation provided, to highlight the special features of their proposal, and to identify the benefits of the offeror’s technical data proposal. Presentation of information on Technical Subfactors 2-1 and 2-2, should be limited to not more than 15 minutes. Any betterments or alternatives that the offeror wishes the Government to consider should be discussed in detail in the presentation. The offeror is expected to highlight significant technical points contained in their proposal and will not be permitted to submit anything new, but may expand on anything contained in the proposal. The oral presentation is primarily to provide details on the Technical Data Proposal, Subfactor 2-3. (Offeror please note that award without discussions are contemplated.)
3.3.2.
Offerors are cautioned that all information provided, regardless of the format, i.e. written proposal, oral presentation, shall be considered as proposal information, and used in the evaluation process.
3.4.
Phase Two - Technical Proposal: Volume 2 – Management & Execution Plan Provide original and three (3) copies of the requirements in this volume. The following technical subfactors shall be addressed in sufficient detail so as to provide the Government with a clear understanding of the offeror’s intended performance and shall take into consideration the material provided in the technical data proposal (Volume 3).

Subfactor 2-2: Design & Construction Schedule
3.4.1.
SUBFACTOR 2-1: Project Management Plan. The offeror shall provide a Management Plan. This is an overall plan showing how the offeror will control the job. The term "management plan" is defined as a plan that includes the following as a minimum:
Organization and Personnel to include Sub-Contractor Management
Quality Control Procedures
Safety Procedures
Risk assessment of factors and a mitigation plan that may impact budget, quality, or schedule
3.4.1.1.
Organization, Management and Subcontractor Management: Discuss lines and authority, responsibilities and communications. Discussion should address how you will respond to changes. Discuss your team and corporate support. Provide the names, resumes, and levels of responsibility of the principal managers and technical personnel who will be directly responsible for the day-to-day design and construction activities. Provide qualifications of key project personnel including name and project assignment, and firm association. Project key personnel shall include the engineering disciplines and key construction subcontractors listed below.
3.4.1.1.1.
As a minimum, discuss the project manager; the project architect; the engineers responsible for civil, electrical, mechanical, communication systems and structural design; the quality control manager; and the construction manager and/or project superintendent.
3.4.1.1.2.
Demonstrate that all lead design personnel are registered and/or certified in their discipline and have experience and technical competence in assigned roles on projects of similar complexity, size and scope.
3.4.1.1.3.
If subcontractors will be providing comprehensive design-build services to the Offeror, provide qualifications for their key design personnel as well. If reassignment of personnel is considered possible, provide the names and resumes of the alternative professionals in each assignment. Describe you plans for management of these subcontractors.
3.4.1.1.5.
Key construction subcontractors shall include, but are not limited to: Electrical, HVAC, Civil, and Building Controls. Discuss the extent of their roles with respect to the design and construction phases of this project. Except for the design team or prime construction contractor, as applicable, multiple subcontractors may be named for the same discipline but is limited to a maximum of 3 subcontractors per discipline. When multiple subcontractors are provided for the same discipline the evaluation will be in accordance with Section 00120. Describe you plans for management of these subcontractors.
3.4.1.2.
Quality Control Procedures. The Quality Control Plan is part of the Management Plan. The alliance of the project designer and builder on a project such as this, naturally removes one commonly used method of quality control, that is, the usual reliance on the owner or the design consultant for monitoring construction quality. Although the Government will provide an on-site representative during construction, offerors are expected to develop a formal program of monitoring to ensure a high level of design and construction quality.
3.4.1.2.1.
